This is an activity demonstrating the special attention of the city's leaders to the education sector on the occasion of the 43rd anniversary of Vietnamese Teachers' Day (November 20, 1982 - November 20, 2025).
The conference was attended by comrades: Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong City; Le Van Hieu, Deputy Secretary of the City Party Committee, Chairman of the City People's Council; Le Ngoc Chau, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Do Manh Hien, Deputy Secretary of the City Party Committee; leaders of the City Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of the city; representatives of leaders of relevant departments, branches, localities, units and outstanding teachers of the city.
Speaking at the opening of the Conference, Chairman of Hai Phong City People's Committee Le Ngoc Chau, on behalf of the city's leaders, sent his congratulations to teachers, teachers, and education managers throughout the city on the occasion of Vietnamese Teachers' Day, November 20.
According to the Chairman of the Hai Phong City People's Committee, the Central Government and the city have many resolutions and policies to develop the city's education and training, in which it is determined: "Hai Phong City becomes the leading center for education and training in the country, playing a core role in developing high-quality human resources for the Red River Delta; International Center for training, research, application and development of science - technology, marine economy".
To realize the goals of the Central and the city on education and training development, the city has been synchronously implementing many specific solutions to implement. Through the dialogue, the city's leaders hope to listen to enthusiastic, frank, responsible comments as well as specific solutions to promote the city's strong development of education and training.
At the Conference, delegates from the Hai Phong education sector raised many opinions, focusing on 5 groups of issues such as: Current status of facilities, investment resources for education and training development; policies to attract high-quality lecturers, teachers, and educational managers; policy mechanisms to improve education quality, innovate teaching programs and methods; digital transformation, application of science and technology in management and teaching; on state management, decentralization, governance, and a safe and friendly educational environment.
Many educational institutions have reported a shortage of teachers compared to the norm, having to use labor contracts; policies to attract and retain teachers and lecturers are not commensurate with the regime for school staff; pressure to standardize qualifications and concerns about lack of consistency when decentralizing recruitment. The institutions proposed to supplement the payroll, have separate policies for school human resources, and at the same time issue a mechanism to attract and promote educational talents and a unified recruitment process throughout the city.
At the Conference, the opinions and recommendations of teachers were basically answered directly by the city leaders, leaders of relevant departments, branches and sectors, clarifying the orientations and solutions to overcome them, and the tasks focused on in the new term to create conditions for teachers, cadres, civil servants and workers working in the city's education and training sector to work with peace of mind, contributing to the city's education career.
Concluding the Conference, Hai Phong City Party Secretary Le Tien Chau said: The Standing Committee of the City Party Committee basically agreed with the answers; suggested that the city leaders, leaders of departments, branches, sectors and localities consider the contents of their answers today as commitments, political and legal responsibilities must focus on organizing implementation for the city's education and training sector. The contents beyond the city's authority have also been recorded by the Standing Committee of the City Party Committee for synthesis and recommendation to the Central Government for consideration and resolution.
The Standing Committee of the City Party Committee hopes that the city's education and training sector will focus on implementing 5 key and strategic groups to improve the quality of comprehensive education at all levels; strongly innovate educational thinking, build a truly, honest and standard education system; say no to achievement disorder...
The city will always accompany the education and training sector, create the best conditions, promptly remove difficulties, resolve legitimate recommendations of educational institutions and teachers, with the common goal of the future of Hai Phong children and the development and happiness of the city and the country said Secretary Le Tien Chau.
