Quang Binh - Officials who violate and are disciplined for the 2020-2025 term will not be arranged in higher positions after the merger of provinces.

On June 23, information from the People's Committee of Quang Binh province said that there was information about the arrangement and assignment of civil servants, public employees and workers when merging Quang Binh province and Quang Tri province, requiring relevant agencies and units to urgently complete before July 1, 2025.

According to the People's Committee of Quang Binh province, the arrangement was carried out on the basis of the conclusions of the Standing Committees of the Quang Binh and Quang Tri Provincial Party Committees, along with the Steering Committee for the merger of the two provinces.

In the past time, provincial agencies and units have proactively coordinated to develop a consolidation plan, ensuring that the apparatus after the merger operates smoothly and on schedule.

However, according to Conclusion No. 167-KL/TW dated June 13, 2025 of the Politburo and the Secretariat, the progress of the arrangement of provincial-level administrative units must be simultaneous with the merger of commune-level administrative units, putting all political and administrative agencies and organizations into operation from July 1, 2025 nationwide. Therefore, the Provincial People's Committee requested to complete the development, unification, and appraisal of the personnel arrangement plan before this time.

The arrangement of cadres, civil servants and public employees must ensure the comprehensive leadership of the Party Committee, in accordance with the regulations of the Party and State laws.

CCVC must strictly comply with the assignment and organize the implementation in accordance with their authority. The heads of the units are directly responsible for the results of the arrangement and arrangement under their management.

The principle of the arrangement of civil servants and public employees is emphasized as being democratic, objective, transparent, correctly assessing the capacity, ethics, and qualities of cadres; not appointing to higher positions for those who have been disciplined in the 2020-2025 term or have violations that are being investigated and inspected. In case the leadership is not continued after the arrangement, the position will be transferred to a suitable position and the position allowance will be retained according to regulations.

The total number of CCVCs does not exceed the current number of the two provinces before the merger. The organizational structure and job position must be associated with streamlining the payroll, improving the quality of the team, meeting the requirements of new tasks in the development stage after the merger.

The cadres, civil servants and public employees working at the administrative facilities of Quang Tri province will be reviewed and allocated appropriately by the two provinces, effectively serving the operation of the new government apparatus.

The Provincial People's Committee also requested to focus on doing a good job of ideological work, policies, stabilizing psychology and encouraging civil servants to feel secure in their work. Procedures for approving and appraising personnel plans must be completed on time and reported to the Department of Home Affairs for monitoring and unified management.

The completion of personnel arrangement not only ensures continuous operation after July 1 but is also a key preparation step for the upcoming Party Congresses at all levels.
