There is a shortage of over 113,000 teachers
According to a report from the Ministry of Education and Training (GDĐT), the 2023-2024 school year has added 27,826 staff members out of 65,980 staff members added by the Politburo for the period 2022-2026. But as of April 2024, localities have only recruited 19,474 teachers.
According to the Ministry of Education and Training, a local teacher shortage still exists in most localities. As of April 2024, the country still lacks 113,491 teachers at all levels. The biggest shortage is teachers teaching new subjects (English, information technology, music, fine arts), but the problem is slow to overcome, causing difficulties in implementing the 2018 general education program.
The structure of the teaching staff is still imbalanced between subjects at the same educational level and between regions with different socio-economic conditions. Teacher allocation targets for most localities are still low compared to actual needs. The teacher/class ratio is lower than the norms prescribed by the Ministry of Education and Training.
Talking at the conference, Mr. Vu A Bang - Vice Chairman of the People's Committee of Dien Bien province - shared the lack of teachers compared to the norm, and the lack of resources to recruit teachers for English, Information Technology, Music, and Fine Arts.
The team had quite a big change after the end of the school year due to a job transfer to the lowlands. The lack of teachers puts a lot of pressure on teachers because they have to teach overtime and teach at different levels and schools.
Although school and classroom facilities have been prioritized for investment, they still lack a lot, especially housing for boarding students and public housing for teachers; Some degraded classrooms need to be replaced. Policies for students, officials, teachers and employees still have many shortcomings. The lives of the majority of officials, teachers, and employees are still difficult.
This causes teachers to have to increase teaching hours, teach at different levels and schools. Meanwhile, after each school year, the fluctuation in the teaching staff is high, because many teachers move from the highlands to the lowlands.
Proposing the Government to review and re-evaluate the addition of teacher staff
To overcome difficulties in recruiting and attracting teachers, Dien Bien requested the Government, the Ministry of Education and Training and relevant ministries and branches not to cut the number of people working and receiving salaries from the state budget. The water supply for provinces still has many difficulties, it is not possible to establish non-public schools like Dien Bien province and arrange enough teachers to receive salaries from the budget according to the norms for these provinces.
Increase teacher training targets for specialized subjects such as English, Information Technology, Music, Fine Arts and primary school teachers for teacher training establishments to meet the need for teacher recruitment sources for localities. ...
The shortage of teachers, including teachers of specific subjects, is not only in difficult areas, but also in favorable areas such as Hanoi and Ho Chi Minh City.
Vice Chairman of Hanoi People's Committee Vu Thu Ha also mentioned difficulties in teacher staffing, as the number of students increases, leading to a shortage of staff. Since then, Ms. Ha proposed that the Government review and re-evaluate the addition of teacher staffing to suit reality.
