On October 19, many parents at Phan Ngoc Hien High School (Bac Lieu province) unexpectedly received a notice from the principal regarding the return of the Scholarship Fund money.
The school principal's announcement stated: The Board of Directors of Phan Ngoc Hien High School agreed with the Head of the School's Parents' Representative Committee to notify parents about the amount of money collected from the Scholarship Fund at the beginning of the year, 200,000 VND/household, which the school has returned to parents from October 7 to October 18.
If parents agree to contribute (without receiving back), from October 21, the school will transfer the money to the Parents' Representative Committee of each class to manage and spend according to the regulations in Circular 55/TT-BGDDT.
The announcement also stated: On that basis, the class's Parents' Representative Board and the school's Parents' Representative Board discussed and agreed on the expected expenses.
According to parents' feedback, based on Article 10 of the Charter of the Parents' Association issued with Circular No. 55, regulating the management of the parents' association fund's revenue and expenditure: The head of the class's Parents' Association shall preside over and coordinate with the homeroom teacher to plan the expenditure of the supported and sponsored funds and shall only use them after all members of the class's Parents' Association have agreed on their opinions. The Education Promotion Fund is based on the provisions of Article 94 of the Law on Education. The establishment and operation of the Education Promotion Fund and the Education Support Fund are implemented in accordance with the provisions of law. The Education Promotion Fund is established on a voluntary basis, the collection and contribution levels are regulated through the Education Promotion Conference, not by the State agency regulating the collection levels.
Phan Ngoc Hien High School's transfer of the Scholarship Fund to the Parents' Association Fund for revenue and expenditure according to Circular 55 is inappropriate.
During the past 3 school years, the Principal of Phan Ngoc Hien High School directed the collection and disbursement of the Scholarship Fund in violation of regulations and instructions from the Department of Education and Training of Bac Lieu province. The Department of Education and Training of Bac Lieu province also warned and reminded that the above collection was wrong, but the principal of this school still directed the homeroom teacher to notify parents to continue collecting for the 2024-2025 school year.
Previously, the principal of this school was also accused of many violations. The Department of Education and Training of Bac Lieu province verified and announced that 3/5 of the contents of the accusation of the teacher of Phan Ngoc Hien High School were correct, such as: Not implementing the standard of teaching hours/year, but still receiving full preferential allowances of teachers in the previous 3 school years (from the school year 2021-2022 to present); collecting and spending money for high school graduation exam review in violation of regulations and instructions of the Department; collecting additional review money for 1 week more than the number of weeks the teacher actually taught review.
