The Prime Minister has just issued Directive No. 20/CT-TTg dated May 18, 2026 on organizing the high school graduation exam and university and vocational education enrollment in 2026.
According to the directive, in recent years, the exam and enrollment have been organized more and more seriously, objectively, truthfully, safely, professionally, basically meeting the objectives of assessing the quality of general education and enrollment requirements, and have been agreed upon and highly appreciated by society.
However, the organization of the exam and enrollment in the past still had limitations and inadequacies, in which some candidates used high technology to cheat; the marking of essay exams in some localities still did not ensure classification, affecting fairness for candidates nationwide; in enrollment, there is still a phenomenon of recruitment exceeding quality assurance regulations; the conversion of scores in some training institutions is still unreasonable.
The Prime Minister requests Ministers, Heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and cities to have plans and plans to organize the exam, enrollment and assign specific tasks in the spirit of ensuring 6 clarity: clarity of people, clarity of tasks, clarity of time, clarity of responsibilities, clarity of products and clarity of authority to lead and closely direct the organization of the exam in the direction of maintaining stability, reducing pressure, reducing costs, ensuring reliability, honesty, and properly assessing students' abilities.
Provide reliable data for higher education and vocational education institutions to use in enrollment; coordinate synchronously, closely, and effectively between the Ministry of Education and Training and ministries, agencies, and localities to organize exams and enrollment well, ensuring professional requirements, safety, seriousness, substance, and suitability to the situation and conditions of localities, regions, and the whole country.
The Ministry of Education and Training improves the effectiveness of inspection and supervision to ensure discipline and order of the exam, ensuring that all stages before, during and after the exam are inspected and supervised; focusing on preventing fraud in all forms, especially using high technology.
Chairmen of People's Committees of provinces and cities direct forces working on the exam to perform in accordance with their functions, tasks, authority and decentralized management to ensure that all stages of the exam are supervised, inspected, and examined according to regulations.
The Ministry of Public Security directs the Police of relevant units and localities to closely coordinate with the Department of Education and Training and agencies and units to take measures to absolutely ensure security and safety for the exam, protect state secrets regarding exam questions; propagate and train on ensuring security and safety of the exam.
Proactively grasp the situation, prevent, and promptly detect and strictly handle violations of the law related to regulations, especially the situation of buying and selling, using high-tech equipment and artificial intelligence (AI) to commit fraud in the exam.
The Government Cipher Committee provides support in terms of human resources, technical solutions, and equipment to serve digital signature, authentication, encryption and decoding during the exam question transfer process and other related tasks to ensure absolute safety and security in accordance with regulations on transmitting and receiving state secret information.
