The Department of Education and Training of Ho Chi Minh City requires leaders of education and training departments and principals of schools (reported by public opinion and the press) to review personal responsibilities and unit heads to explain, analyze, determine responsibility for violations in the process of organizing and implementing and propose strict handling measures.
At the same time, the unit shall take appropriate and timely disciplinary measures (if any) for cases of identified violations, especially the responsibility of the unit's head for allowing violations to occur due to ignorance or failure to handle them promptly.
The Department of Education and Training of Ho Chi Minh City requires units to report the results of handling violations to the department before October 31, 2024.
In addition, the Department also requested the Department of Education and Training of districts, Thu Duc City to coordinate with the Department of Finance and Planning to advise the People's Committees of districts and towns to issue instructions on revenue and expenditure for the 2024-2025 school year (according to decentralization); Establish inspection teams on revenue and expenditure at the beginning of the school year at affiliated educational institutions according to decentralization.
On that basis, it is necessary to promptly rectify the situation of over-collection or collection of illegal fees. The Department also requested the People's Committees of districts to strictly handle the principals of educational institutions that collect and spend money in violation of regulations.
The leaders of the Department of Education and Training are responsible for assigning members of the department's leadership to regularly monitor and promptly handle information reflecting from parents and people about violations in the implementation of collection and disbursement of funds for the parents' representative committee and fundraising at the beginning of the year, and promptly report to the district and department leaders.
Heads of units assign responsible leaders to discuss and speak when incidents occur in the unit. Absolutely do not let irresponsible people of the unit discuss and speak, affecting the work and activities of the unit.
