This school year, Ha Huy Giap Primary School (District 12) has about 3,500 students. In addition to facing pressure on class size, the unit also faces a shortage of teachers in the subjects of Information Technology, Fine Arts, and Music.
Ms. Nguyen Hoang Yen - Principal of the school - said: "At the primary level, teachers of other subjects are still trained and fostered to teach many subjects, so teachers of other subjects can still teach Music and Fine Arts. As for teachers of Information Technology and Foreign Languages, the school must sign additional contracts with outside teachers."
Similarly, in Binh Tan district, the principal of another elementary school admitted that he was facing a shortage of teachers in the subjects of Music and Fine Arts.
"The school is having to deal with it by contracting with teachers from other schools in these subjects," the principal said.
Mr. Ngo Van Tuyen - Head of the Education and Training Division of Binh Tan District - said that the shortage of teachers has been happening for many years. There are many reasons, but the main reason is the lack of supply of pedagogical students in these subjects. Every year, the number of students graduating from the Fine Arts and Music majors is very small while the demand is high.
In addition, low income is also another reason why many students graduate but choose another direction.
"The lack of teachers in these subjects has forced current teachers in some schools to increase the number of teaching hours beyond the regulations, or many schools have to contract with teachers from outside the school," said Mr. Tuyen.
According to Mr. Ho Tan Minh - Chief of Office of the Department of Education and Training of Ho Chi Minh City, to solve the shortage of teachers, this school year, the department will continuously recruit civil servants throughout the year until enough staff are recruited in many forms such as: recruiting according to authority or according to decentralization or registering recruitment needs from excellent graduates.
Allow teachers to teach inter-school subjects for which there are not enough recruitment sources (in accordance with the provisions of the Law on Civil Servants).
At the same time, allow heads of public service units to sign short-term labor contracts for departments that have not been recruited after the end of the recruitment period or are waiting for the next recruitment period or have recognized the recruitment results but the successful candidates are in the process of completing their application (30 days) or the successful candidates have had a recruitment decision assigned to the unit but are within 30 days of taking up their positions as prescribed.
In particular, it will assign tasks and order teacher training according to the provisions of Decree No. 116/2020/ND-CP of the Government on policies to support tuition fees and living expenses for pedagogical students.
This school year, Ho Chi Minh City needs to recruit 4,013 teachers. Of which, preschool needs 691 teachers; primary needs 1,386 teachers; secondary needs 1,588 teachers; high school needs 263 teachers and specialized schools need 85 teachers. At the end of the first round of high school teacher recruitment for the 2024-2025 school year, Ho Chi Minh City recruited 294 teachers and staff out of a total of 337 actual recruitment needs.
