The Hiep Binh Phuoc Secondary School project was started in 2018, with a total investment of 114 billion VND, a scale of 14,000 m2, a project expected to relieve pressure from lack of facilities.
However, after completing about 47% of the volume, the project suddenly stopped and fell into a state of abandonment.
Unfinished concrete blocks and degraded items over time are not only images of urban shabbiness, but also evidence of waste of public resources.
Another reality is that the existing Hiep Binh Secondary School is "bracing itself" to overload, more than 2,500 students are crowded in a campus of just over 3,000 m2, the class size is nearly 50 students, having to divide shifts densely, even borrowing facilities to teach.
One side is the lack of classrooms, the other side is abandoned works exposed to rain and sun, this paradox raises a big question about the effectiveness of budget management and use.
The People's Committee of Ho Chi Minh City has requested a review and proposed a handling plan. But what people need is not just a summary report, but the answer to why the project stopped, where are the obstacles?
From the approval stage, capital allocation, contractor selection to construction management, each stage needs to be clarified.
It is unacceptable that the project has been "covered in tarpaulins" for many years but no one has to take specific responsibility.
If we only stop at general reviews and collective lessons learned, then abandoned projects like this will continue to recur.
More worryingly, prolonging the unfinished project also entails double consequences.
One is wasting initial investment resources, and two is wanting to continue implementation, the budget will have to "increase" additional costs to repair and overcome degraded and damaged items.
Ho Chi Minh City is implementing the campaign "150 days and nights to complete 1,000 classrooms to serve the 2026 - 2027 school year".
In this campaign, it is necessary to continue to implement the Hiep Binh Phuoc Secondary School project to put it into use as soon as possible.
For such a project to be abandoned for many years cannot only be called "problems", that is, the responsibility is left vacant.
