The Ministry of Education and Training (MOET) issued Decision No. 2422/QD-BGDDT dated August 18, 2026 on the Framework of content for artificial intelligence (AI) education for general education students and Official Dispatch No. 5588/BGDDT-GDPT dated August 19, 2026 to Departments of Education and Training, guiding the implementation of AI education content for general education students from the 2026-2027 school year.
Mass deployment, not causing overload of the general education program
Accordingly, from the 2026-2027 school year, AI education content will be officially put into mass implementation at general education institutions nationwide.
The Ministry requires that the implementation of AI education content at general education institutions must closely follow the views, goals and requirements that need to be achieved as stipulated in the Framework for Artificial Intelligence Education for general education students.
The implementation must ensure scientific, pedagogical, and manageable nature, without changing the objectives or causing overload when implementing the general education program. The content, methods and forms of organizing AI education activities must be suitable for age psychology, achievable requirements, and the needs and ability to access technology of students at each level of education and class.
Educational institutions effectively exploit existing facilities, equipment and resources, avoid scattered, wasteful, and inefficient investment; have appropriate solutions so that all students, especially students in areas with difficult socio-economic conditions, students lacking equipment or connectivity, have the opportunity to access AI education, without requiring students to use personal accounts or tools that have not been reviewed.
Educational institutions choose forms of implementation suitable to practical conditions
The AI education content framework includes core content and expanded content. The core content has a duration of 12 periods/class/school year, equipping students with minimum and essential AI knowledge and skills, which can be applied directly to support learning subjects and participating in educational activities according to the General Education Program. The expanded content has a duration proactively arranged by educational institutions, in order to expand understanding, develop skills and creative capacity of students according to actual needs and conditions.
Based on the AI education content framework, practical conditions on the teaching staff, facilities, needs and capacity of students, educational institutions proactively choose forms: Implementing AI education topics; integrating into subjects and educational activities; organizing educational activities according to needs.
AI education topics are a form of ensuring the completion of core content, arranged in the 2-session/day teaching plan of educational institutions according to Directive No. 17/CT-TTg dated June 6, 2025 of the Prime Minister. Integrated in subjects and educational activities is a form of consolidating and applying core content and can deploy part of expanded content, without changing or increasing the required requirements of the subject. Organize educational activities according to needs (clubs, thematic activities, visits, practical exchanges, extracurricular activities...) applied to expanded content, on a voluntary and optional basis, in order to develop the capacity, strengths, and talents of students who need to learn more about AI.
Educational institutions are responsible for selecting and reviewing AI tools suitable for student age, educational goals and usage terms; guiding and supervising the use of AI; complying with legal regulations on personal data protection, intellectual property and information security; building processes for receiving, processing and reporting related incidents.
The coordination of socialization must ensure voluntariness, publicity, transparency, and not cause financial pressure on students and parents; comply with regulations on safety, protection of personal data and current legal regulations.
