On August 19, information from the People's Committee of Nghe An province said that the province has decided to supplement 181.27 billion VND from the state budget to pay benefits for teachers teaching disabled students in the integrated education method in the 2025-2026 school year.
According to Decision No. 3649/QD-UBND dated August 11, 2026, the total allocated and additionally assigned funds are 181.27 billion VND.
Of which, 163.672 billion VND was supplemented to the budget of 124 communes and wards; 17.598 billion VND was allocated to high schools and continuing education institutions directly under the Department of Education and Training of Nghe An.
The funding is used to pay benefits for teachers directly teaching students with disabilities in the integrated education method for the 2025-2026 school year, according to Decree No. 28/2012/ND-CP of the Government.
Out of more than 163.6 billion VND allocated to communes and wards, Do Luong commune was allocated the highest with more than 3.88 billion VND; Tam Hop commune more than 3.26 billion VND; Truong Vinh ward nearly 2.9 billion VND; Quynh Luu commune more than 2.88 billion VND and Quynh Anh commune more than 2.75 billion VND.
For high schools and continuing education, more than 17.59 billion VND was allocated to 77 units. Some schools were supplemented with large funds such as Quy Hop 2 High School more than 766 million VND, Nam Dan 1 High School more than 615 million VND, Quy Chau High School more than 608 million VND, Ha Huy Tap High School more than 510 million VND and Quynh Luu 2 High School more than 474 million VND.
This is the first time the funds for implementing the preferential allowance policy for teachers directly teaching students with disabilities in the integrated education method have been allocated for payment in Nghe An.
Previously, Lao Dong Newspaper reflected that although the policy of supporting teachers teaching disabled students was regulated from 2012, by May 2026, many teachers in Nghe An had not yet received benefits due to problems with mechanisms and funding sources.
In the article "Teachers teaching disabled students in Nghe An have not received preferential treatment" published on May 8, 2026, Lao Dong Newspaper recorded the situation of late payment occurring in many educational institutions and localities.
Some schools have prepared dossiers and requested funding from the previous school year but have not been allocated funds. Some localities in the former Vinh City area have requested more than 2 billion VND to pay benefits, but as reported by Lao Dong Newspaper, it has not been resolved.
By June 2026, the Nghe An Department of Education and Training will unify the dossier to serve as a basis for requesting funding, including the list of disabled students studying integrated education, the personal education plan and the decision to assign teachers to directly teach.
According to the education sector's summary, Nghe An currently has more than 4,500 disabled students studying integrated classes at schools, including nearly 2,600 primary school students and nearly 1,500 secondary school students.
