On February 3, leaders of the Department of Education and Training of Dak Lak province said that the unit is coordinating with the People's Committees of communes and wards (located in the former Buon Ma Thuot city) to review, consider and resolve appropriately for contract employees who have worked for many years in public schools but have not been considered for civil servant status.
The provincial education sector is still waiting for guidance from the Central Government to have further handling steps. This is a historical reality left behind and the Department is forced to resolve it satisfactorily. The thoughts and aspirations of the workers are completely legitimate," added the leader of the Department of Education and Training of Dak Lak province.
Currently, Hoa Phu Commune People's Committee has completed the document and sent it to the Provincial Department of Education and Training.
Accordingly, in the commune, there are a total of 33 employees working under labor contracts at 14 public educational institutions (kindergarten, primary school, secondary school).
These employees hold essential job positions, not classroom teachers, including: 10 accountants, 6 clerks, 2 librarians, 7 equipment and 8 school health workers.
This is a team with a long-term attachment to the local education sector. The longest social insurance contribution period of contract employees is 19 years and 3 months, the shortest is 1 year and 9 months, of which the majority have seniority from 10 to 19 years. Many people have dedicated their youth to dedicating themselves and accompanying the development of schools.
Mr. Do Xuan Hieu - Vice Chairman of Hoa Phu Commune People's Committee said that the prolonged situation of contract employees for many years has had a significant impact on the psychology, stability and lives of workers. Employees hope that competent authorities will consider and have plans to receive them to officially join the ranks of civil servants, feel secure in their work and contribute long-term.
For the above reasons, the Vice Chairman of Hoa Phu Commune People's Committee proposed that the Department of Education and Training implement the process of receiving public employees without exams (special recruitment) for 31 cases of contract employees who meet the conditions according to regulations.
For 3 equipment staff who are working in primary schools but there are no job position regulations, the Commune People's Committee proposes to consider and arrange suitable positions after being received.
As Lao Dong newspaper has reported, at the beginning of 2026, nearly 100 contract employees working at public schools have sent petitions to Dak Lak Provincial People's Committee, requesting consideration for recruitment as civil servants after a long period of working.
These employees currently work at public schools under the management of Hoa Phu Commune People's Committee and wards: Thanh Nhat, Ea Kao, Buon Ma Thuot, Tan Lap, Tan An. They all have worked in the education sector from 5 years to nearly 30 years.
From July 2025, when implementing the 2-level local government model, these employees will be transferred to the People's Committees of communes and wards for management.
In the period from 2009 to May 2025, the Buon Ma Thuot City People's Committee (old) organized many recruitment exams, admissions, and special admissions into the payroll but only applied to teachers. Nearly 100 contract employees mentioned above have not yet had any civil servant recruitment for themselves.
