The City People's Committee requests city departments and branches and People's Committees of communes and wards to focus on thoroughly grasping and effectively implementing Resolution No. 18-NQ/TW of the 13th Central Executive Committee of the Party; Conclusion No. 103-KL/TW of the Politburo; Conclusion No. 61-KL/TW of the Secretariat.
Accordingly, innovate methods and contents of propaganda, dissemination, and education of land law to raise awareness and compliance of officials, party members, people and businesses; promote the role of all levels, sectors and people in supervising the management and use of land in localities, combating wastefulness, negativity, and economical and efficient use of land resources; publicize and transparentize processes and procedures; and enhance the responsibility of heads.
Based on assigned functions, tasks and powers, regularly urge, inspect, and supervise the compliance with land law; post-inspect the progress of project implementation; inspect, handle and propose solutions according to the provisions of law for slow-progressing projects with signs of violations; promptly detect existing problems and inadequacies in land, including agricultural and forestry land originating from agricultural and forestry farms.
The City People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with city departments, agencies, and People's Committees of communes and wards to continue to maintain and effectively operate the results of the Campaign to enrich and clean up the Land Database; promote the review, counter-examination, authentication, update, and supplementation of cadastral records and land data to ensure "correct – sufficient – clean – living", unified and synchronized with the National Database.
The Department of Agriculture and Environment closely coordinates with the People's Committees of communes and wards to regularly fully and promptly update the results of resolving administrative procedures and registering land changes on the common database system of the department and the city to share with sectors and localities and synchronously enter the National Land Database; at the same time, review, restructure, and standardize procedures and administrative procedures on land associated with expanding universal online public services, strengthening security and information security, and unifying the use of a land information system software...
The City People's Committee assigned the Department of Home Affairs to preside over and coordinate with city departments, agencies, and People's Committees of communes and wards to prepare dossiers and maps of administrative boundaries of commune-level units to implement the arrangement in 2025 according to the Resolution of the National Assembly Standing Committee.
Chairmen of People's Committees of communes and wards review map products and cadastral records, organize updates of maps and cadastral records in localities to ensure that cadastral records data are consistent with reality and are covered by administrative boundaries under management. Focus on accelerating the progress of land acquisition and site clearance of projects in the area, especially key projects of the city and public investment projects. During the implementation process, based on the actual situation in the locality, the commune-level People's Committee is responsible for promptly considering and deciding on measures and other levels of support according to its competent authority, ensuring: democracy, publicity, concern, and care for the legitimate rights of land users, stabilizing the situation; ensuring housing, stabilizing life and production for people whose land is acquired.
Organize the strict implementation of forest management and protection, forestry land management; inspect key areas with high risks; review. Maintain duty regime; forecasting, warning; force plan, means, logistics; propaganda, skills training, forest fire prevention and fighting drills; consolidate forces at the grassroots level; coordinate inter-regional/inter-border provinces in forest management, protection and development.
