The draft Circular on junior high school and high school admission regulations of the Ministry of Education and Training (MOET) proposes 3 groups of subjects to be given priority points for entering grade 10. The maximum bonus points are 2 points for group 1, 1.5 points for group 2 and 1 point for group 3.
The number 1 priority group is the children of martyrs, children of wounded soldiers with 81% or more loss of working capacity, and children of revolutionary cadres.
Children of revolutionary cadres who are awarded 2 points include: children of resistance fighters exposed to toxic chemicals, children of revolutionaries before January 1, 1945, and children of revolutionaries from January 1, 1945 to before the August Revolution.
This is the group of people that causes controversy on forums. Many opinions say that this regulation is impractical because people who participated in the revolution before 1945 cannot be under 90 years old. At this age, having a 15-year-old child, preparing for the 10th grade entrance exam, is unlikely to happen.
A representative of the Ministry of Education and Training said that this proposal is based on Decree 131/2021 of the Government on incentives for people with revolutionary contributions. The above policy applies to both biological and legally adopted children of revolutionary cadres.
The representative of the Ministry of Education and Training said that the above proposal had been carefully calculated during the drafting process and believed that it was still possible.
For example, there are people who joined the revolution at the age of 15, but only adopted children when they were 70-80. Therefore, the above policy is implemented to ensure that no one who deserves priority is left out.
In fact, the first group of subjects in the draft of the new Circular is kept the same as Circular 11 issued in 2014 by the Ministry of Education and Training. In previous years, this content was also brought up for debate in each 10th grade entrance exam.
In 2025, the first batch of students studying under the new general education program will graduate from junior high school. According to the Ministry's draft, three methods of admission to grade 10 include entrance exams, admission by selection, or a combination of entrance exams and selection, chosen by the locality.
In the form of entrance exams, the Ministry plans to include: Math, Literature and a third subject. This subject will be selected from the following subjects: Foreign Language 1, Civic Education, Natural Sciences, History and Geography, Technology, and Information Technology. The third subject will be selected and announced by the Department of Education and Training and higher education institutions with high school programs before March 31.
In addition to the regulations on bonus points, the draft also proposes 5 subjects to be admitted directly to grade 10, including: Students of ethnic boarding schools at the junior high school level; students from very small ethnic groups and students with disabilities; junior high school students who have won prizes in national competitions in culture, arts, and sports organized by the Ministry of Education and Training, or in coordination with ministries and ministerial-level agencies organized nationwide; junior high school students who have won international prizes must be selected by the Minister of Education and Training.
The Ministry plans to issue regulations on secondary and high school admissions before December 31, applicable from the next school year.
