Identifying many shortcomings in management
In the issue dated December 29, 2025, Lao Dong Newspaper had an article, Bac Ninh: Teachers reflect on being late in paying overtime salaries, reflecting the fact that many teachers at Chu Secondary School (Chu ward, Bac Ninh province) are late in paying overtime salaries for the 2024 - 2025 school year. They said that they have repeatedly reflected the matter to the school board of directors but have not received a satisfactory answer.
Recently, in an exchange with a reporter from Lao Dong Newspaper, a teacher at Chu Secondary School (Bac Ninh province) said that the teachers had received a document from the People's Committee of Chu Ward regarding resolving the teacher's petition.
The document clearly stated that the report of the working group determining the results of the inspection of 4 contents in the petition is well-founded, specifically:
1. At the end of the teaching week, until the end of the 2024-2025 school year, Chu Secondary School has not yet summarized and calculated the overtime fee for each teacher with overtime exceeding the norm according to regulations. By the end of 2025, the school has not paid overtime to teachers.
2. The process of summarizing overtime records to determine the number of teaching periods exceeding the norm is still incorrect, the conversion is unfounded, and not in accordance with regulations.
3. Unreasonable assignment of expertise and concurrent assignment of tasks leads to some teachers having a high number of periods exceeding the norm while other teachers do not have enough periods (some teachers teach 19 periods/week and assign 2-3 more tasks; some teachers assign concurrently 3 more tasks...); the assignment of expertise in the assignment table compared to the headbook and the actual teaching are sometimes inconsistent, not public, not transparent, and have not created consensus in the school collective.
4. The fact that management officials do not participate in teaching (in the headnote book, it shows that there is no teaching period of the Principal); teaching not enough standard periods (In the headnote book, it shows that 2 Deputy Principals basically participated in teaching fully in semester I, semester II participated in teaching but not fully).
The document clearly states: "For the above-mentioned shortcomings to occur, the responsibility lies with the Principal, together with the School Board of Directors and accounting staff directly advising on related contents".
Request Principals and Vice Principals to seriously review
Based on the inspection results and opinions at meetings of the Standing Committee of the Party Committee, specialized departments of Bac Ninh province (Inspectorate, Department of Education and Training, Department of Home Affairs, Provincial Citizen Reception Board...); to ensure the good implementation of professional work and education management at Chu Secondary School in the coming time and to definitively resolve the case, the Chairman of Chu Ward People's Committee directed the Department of Culture and Society to review and evaluate the subject structure, and advise the Chairman of the Ward People's Committee to arrange and balance teachers to ensure the school's teaching.
The Ward People's Committee also proposed that the Party Building Committee consider advising the Standing Committee of the Chu Ward Party Committee to review and rearrange the management staff of Chu Secondary School.
The Chairman of the Ward People's Committee requests the Principal of Chu Secondary School to implement the following contents:
Proactively, focusing on checking, calculating, and publicizing the number of overtime teaching periods according to the regulations of each teacher in the 2024-2025 school year; resolving overtime teaching regimes to ensure regulations in Joint Circular No. 07/2013 and relevant legal documents, in accordance with authority.
Principals and Vice Principals of Chu Secondary School: Seriously review before the school collective for allowing the above-mentioned shortcomings to arise complaints from teachers within the school, strictly comply with the full implementation of teaching hours according to regulations; review the responsibility of accounting officials; implement public and transparent professional assignments, creating consensus in the school collective.
Talking to a reporter of Lao Dong Newspaper, a representative of the leaders of Chu ward confirmed that they had sent a document from the Ward People's Committee on resolving the teacher's petition to the school's Board of Directors and the teachers who filed the petition.
The document has also requested the Principal of Chu Secondary School to report the results of implementing the above contents to the Chairman of the Ward People's Committee. After this report, we will complete the report on the incident and send it to the Chairman of Bac Ninh Provincial People's Committee" - a representative of Chu Ward leaders said.
In an exchange with a reporter from Lao Dong Newspaper, a teacher from Chu Secondary School said that he felt satisfied with the conclusion of the Chu Ward People's Committee on the existing problems in the school's operations.
We hope the School Board of Directors will quickly implement the contents in the conclusion document of the Chu Ward People's Committee, and resolve the overtime teaching regime for teachers to ensure compliance with regulations" - the teacher said.
