According to Decision No. 6440/QD-UBND, approving the list of roads and streets that are allowed to temporarily use part of the roadway to keep vehicles of Hanoi People's Committee, the whole city has 191 roads and streets that are eligible to temporarily use part of the roadway to keep vehicles.
Decision 6440 also clearly states that there is no organization to look after vehicles on national highways passing through urban areas; no obstruction to traffic; no impact on the daily life and normal activities of organizations and households on both sides of the street.
Do not organize vehicle parking on national highways passing through urban areas. Do not park vehicles in front of cultural, educational, sports, medical, religious, and office buildings; on streets in political, cultural, and tourist centers.
The sidewalk location for parking must have a structure that ensures the ability to withstand vehicle loads. The exit and entrance must ensure traffic safety, quality, and urban aesthetics.
Restrict temporary use of sidewalks for non-traffic purposes during hours with high traffic density and on holidays and festivals to ensure security and order.
Bicycles and motorbikes must line up, facing inwards, 0.2m from the wall next to houses or buildings on the sidewalk. Neat and tidy to ensure urban aesthetics.
Vehicle parking on sidewalks and roadsides are roads and streets that are licensed to temporarily use a part of the roadway and streets to park vehicles, which have been previously approved by the Hanoi People's Committee, are stable, and have not had any changes in traffic organization.
The Hanoi Department of Transport is responsible for guiding, inspecting and supervising the People's Committees of districts, towns and related units in granting temporary use permits for part of the roadway and sidewalk to keep vehicles in accordance with procedures and regulations.
The People's Committees of districts, towns and cities are responsible for organizing the establishment and approval of a list of roads, streets and sidewalks in the assigned area for management according to decentralization, and are allowed to temporarily use a part of the roadway and sidewalk to look after road vehicles.
Of the 191 routes and streets with vehicle parking, Hoan Kiem district has 20 routes, Hai Ba Trung district has 19 routes, Ba Dinh district has 13 routes, Dong Da district has 11 routes, Cau Giay district has 29 routes, Thanh Xuan district has 2 routes, Nam Tu Liem district has 17 routes, Bac Tu Liem district has 14 routes, Hoang Mai district has 20 routes, Ha Dong district has 21 routes, Tay Ho district has 2 routes, Long Bien district has 21 routes, Thanh Tri district has 1 route and Soc Son district has 1 route.
At the same time, 43 roads and streets have been licensed to temporarily use part of the roadway and street to keep vehicles operating, specifically Hoan Kiem district has 22 routes, Ba Dinh district has 4 routes, Dong Da district has 2 routes, Hai Ba Trung district has 14 routes and Cau Giay district has 1 route.
