The Government promulgates Decree No. 236/2026/ND-CP amending and supplementing a number of articles of Decree No. 151/2024/ND-CP dated November 15, 2024 of the Government detailing a number of articles and measures to implement the Law on Road Traffic Order and Safety amended and supplemented by Decree No. 184/2025/ND-CP dated July 1, 2025 of the Government.
The Decree stipulates that the Ministry of Public Security is responsible for building and managing the Road Traffic Order and Safety Database and related specialized databases; ministries and sectors are responsible for building national databases, specialized databases, connecting and sharing information in accordance with the law with the Road Traffic Order and Safety Database to serve state management of road traffic order and safety and resolve administrative procedures for people and businesses.
The Ministry of Public Security is responsible for building and managing the following databases: Database on registration and management of motor vehicles and specialized vehicles (excluding military vehicles); Database on handling administrative violations of road traffic order and safety; Database on road traffic accidents; Database on journeys of road vehicles, driver images (excluding military vehicles); Database on management of vehicle driving time of drivers (excluding military vehicles); Database on registration of motor vehicles and specialized vehicles in the People's Police; Database on testing and issuing driver's licenses; Database on driving training, certificates of fostering legal knowledge on road traffic in the People's Police.
A noteworthy new point of the Decree is the addition of information fields related to testing, issuing driver's licenses and managing driver's license points; information about foreign motor vehicles driven by foreigners participating in traffic in Vietnam; information about transport business units, transport business vehicle badges:
Supplementing Clause 14, Article 11 - Information on testing and issuing driver's licenses includes: full name; personal identification number; date, month, year of birth; gender; nationality; place of residence; driver's license number; date, month, year of issuance of certificate of completion of driving training course; testing agency; test organization location; date, month, year of issuance, exchange, re-issuance of driver's license; agency issuing, exchange, re-issuance of driver's license; driver's license before exchange; driver's license grade; validity period of the driver's license; number of driver's license blanks; restrictions on driver's licenses; current points of the driver's license and driver's license deduction history.
Supplementing Clause 15, Article 11 - Information on foreign motor vehicles driven by foreigners participating in traffic in Vietnam includes:
Vehicle driver information: full name; personal identification number or passport; date, month, year of birth; nationality; address; driver's license number; issuing agency.
Vehicle information: license plate number; license plate color; vehicle type; brand; type number; engine number; frame number; paint color; number of seats or standing or lying; certificate number of technical safety inspection.
The Decree takes effect from July 1, 2026.
