Information from the Ministry of Construction said that on July 7, the Ministry issued Document No. 10408/BXD-KTQLXD to the Committee for Petitions and Supervision of the National Assembly and the Delegation of National Assembly Deputies of Dong Thap province, responding to the recommendations of local voters after the First Session of the 16th National Assembly on solutions to invest in the expressway system in the Mekong Delta region.
According to the voters' petition, the Mekong Delta region has a characteristic of weak soil, increasingly clearly affected by climate change.
Therefore, voters proposed to study the option of building elevated roads in suitable areas to limit road subsidence, reduce the demand for filling sand that is increasingly scarce, contributing to limiting landslides, and at the same time ensuring flow, serving agricultural production and irrigation.
Answering the proposal, the Ministry of Construction said that, implementing the direction of the Prime Minister, the Ministry has organized research, comparison, and evaluation between the option of building highways on land and the option of using viaducts.
The research process considers factors affecting costs throughout the project life cycle and reports the implementation results to the Prime Minister.
Based on the research results and direction of Politburo Member, Standing Deputy Prime Minister Pham Gia Tuc, the Ministry of Construction has issued Document No. 9553/BXD-KTQLXD dated June 23, 2026, sent to the People's Committees of provinces and centrally-run cities on the use of overpass solutions in investment in transport infrastructure projects.
Accordingly, the Ministry requests localities to study the elevated bridge option right from the stage of preparing the Pre-feasibility Study Report, Investment Policy Proposal Report or project proposal.
For each specific project, consulting units must calculate and choose solutions suitable to the actual conditions of each area. In which, research elevated bridge solutions for areas with weak soil treatment, deep excavation areas, and high embankment to ensure long-term sustainability requirements, adapting to climate change and sea level rise.
The Ministry of Construction also requires localities to comprehensively compare design options based on criteria such as material sources, implementation progress, stability, project durability and investment efficiency throughout the project life cycle.
The choice of solutions must ensure optimal economic and technical aspects, while bringing sustainable economic, social and environmental efficiency.
According to the Ministry of Construction, the assessment of investment efficiency needs to be carried out throughout from the stage of determining needs, capital allocation, project implementation to operation and exploitation after completion, ensuring compliance with the provisions of law on construction, investment, planning, land, environmental protection and related regulations.
