Ho Chi Minh City People's Committee has just issued a decision approving the adjustment of component project 3 on compensation, support and resettlement section passing through the city area under the Ho Chi Minh City - Moc Bai expressway construction investment project (phase 1) according to the public-private partnership method (BOT contract).
According to the decision, the total investment of this component project was adjusted from more than 5,052 billion VND to more than 6,382 billion VND, an increase of about 1,330 billion VND compared to the previous plan.
Along with the capital adjustment, the Ho Chi Minh City People's Committee also updated the scale and progress of the project implementation. Accordingly, component project 3 is about 24.7 km long, starting from the intersection with Ring Road 3 of Ho Chi Minh City in Phu Hoa Dong commune and ending at the border between Ho Chi Minh City and Tay Ninh province, belonging to Thai My commune.
The route passes through 5 communes including Phu Hoa Dong, Tan An Hoi, Nhuan Duc, Cu Chi and Thai My.
According to the updated plan, the site clearance area is nearly 216 hectares, affecting about 2,090 cases. The implementation progress has also been adjusted from the period 2024 - 2027 to 2024 - 2028, including compensation, site clearance, technical infrastructure relocation and project finalization.
The Ho Chi Minh City People's Committee assigned the Ho Chi Minh City Traffic Construction Investment Project Management Board to be responsible for the accuracy of dossiers, data, total investment and land recovery scope; at the same time, continue to review and fully calculate expenses, strictly manage capital sources, ensure investment efficiency and avoid loss and waste of budget.
The Ho Chi Minh City Department of Agriculture and Environment is responsible for appraising dossiers, monitoring, and guiding investors and localities to implement compensation, support, and resettlement work in accordance with regulations and progress.
People's Committees of Phu Hoa Dong, Tan An Hoi, Nhuan Duc, Cu Chi and Thai My communes are assigned to accelerate compensation and site clearance work, striving to hand over the entire site to the investor in the third quarter of 2026 to serve construction.
The Ho Chi Minh City - Moc Bai expressway project was approved by the Prime Minister in August 2024, with a total length of 51 km, of which the section through Ho Chi Minh City is 24.7 km long and the section through Tay Ninh province is 26.3 km long, with a scale of 4 expressway lanes.
Initially, the total investment of phase 1 of the project was 19,617 billion VND. However, after a review and actual update process, by April 2026, the Ho Chi Minh City People's Council approved adjusting the total investment to 22,975 billion VND and extending the implementation time to 2028.
The project is divided into 4 component projects. In which, Component Project 1 to build the expressway according to the BOT contract has a total capital of 10,421 billion VND and started construction on July 1, 2026.
Component project 2 investing in people's service roads and level overpasses with a cost of 2,422 billion VND has also been started.
In addition to component project 3 increasing to more than 6,382 billion VND, component project 4 implementing compensation, support, and resettlement in Tay Ninh province was also adjusted to increase from 1,504 billion VND to 3,749 billion VND.
When completed, the Ho Chi Minh City - Moc Bai expressway will strengthen the connection between Ho Chi Minh City and Tay Ninh and Cambodia provinces, reduce pressure on National Highway 22, and create momentum for economic, logistics and regional linkage development in the Southeast region.
