Urgently complete the construction documents of Ngoc Hoi bridge
On March 5, the Office of the Hanoi People's Committee issued a notice of conclusions and instructions of Chairman of the Hanoi People's Committee Tran Sy Thanh at the meeting to listen to a report on the plan to build Tu Lien bridge and the approach roads at both ends of the bridge, Tran Hung Dao bridge, Ngoc Hoi bridge and the approach roads at both ends of the bridge.
Accordingly, the city is determined to start construction of Tu Lien Bridge and the approach roads at both ends of the bridge on the occasion of May 19, 2025 and then continue to start construction of Tran Hung Dao Bridge.
The City People's Committee assigned the Department of Construction to preside over and coordinate with relevant units to complete the detailed plan to ensure the above progress.
Regarding the route plan and route location, the Department of Planning and Architecture, Hanoi Institute of Construction Planning, and the City Traffic Construction Investment Project Management Board are requested to urgently coordinate with the People's Committees of relevant districts and towns to comply with the direction of the City People's Committee.
Regarding the selection of contractors to implement consulting packages for the investment project to build Tu Lien Bridge and the approach roads at both ends of the bridge (from the intersection with Nghi Tam Street to the intersection with Truong Sa Street) and the construction of Tran Hung Dao Bridge, the city assigned the Department of Construction to preside with the Department of Finance, the City Traffic Construction Investment Project Management Board to study and apply the provisions of the newly issued law to implement the bidding designation, shorten the implementation time; if necessary, report to the City People's Committee for consideration, direction, and report to competent authorities when implementing.
For the investment project to build Ngoc Hoi bridge and the approach roads at both ends of the bridge, the Department of Finance, the Department of Construction, and the City Traffic Construction Investment Project Management Board are assigned to urgently coordinate with units under the Ministry of Finance and units of the People's Committee of Hung Yen province to complete the necessary documents.
On that basis, the Department of Finance was assigned to advise and closely follow the content to determine central public investment to support the target for this project. If necessary, propose and report to the City People's Committee to have a supplementary report to the Ministry of Finance and the Prime Minister.
After the Prime Minister approved, the Hanoi People's Committee will be the managing agency to implement the investment project, assigning the Department of Finance to preside over and advise the City People's Committee on procedures, and submitting to the City People's Council for decision on investment policy at the March 2025 meeting.
Prioritizing "green lanes" for 3 bridge construction projects
Regarding site clearance, the People's Committee of Dong Anh district urgently arranged clean land funds that have been cleared in favorable locations to invest in resettlement areas to serve the site clearance of Tu Lien bridge project, Tran Hung Dao bridge, Ngoc Hoi bridge and other important investment projects of the city.
Assign the Department of Construction to coordinate with the districts of Hai Ba Trung, Hoan Kiem, Tay Ho, Long Bien, Hoang Mai to arrange resettlement housing funds for cases that do not meet the conditions for resettlement by land.
Assign the Department of Agriculture and Environment to preside over, research, and advise the City People's Committee to establish a working group to propose solutions to regimes and policies in site clearance, to promptly remove difficulties and speed up the progress of important and key investment projects in the city.
Regarding the settlement of documents related to investment projects to build Tu Lien Bridge, Tran Hung Dao Bridge, Ngoc Hoi Bridge, departments, branches and localities are required to thoroughly grasp, direct implementation, handling, and settlement immediately, without delay (prioritizing "green lanes")
Chairman of the City People's Committee assigned Vice Chairman of the City People's Committee Duong Duc Tuan to direct the meeting of the progress review committee every Thursday on 3 bridge projects and other projects that need to be implemented urgently and drastically (Ring Road 4 - Capital Region; renovating the space of the area east of Hoan Kiem Lake; traffic projects in the West Lake area; beautifying the area on both sides of the To Lich River).
The Chairman of the City People's Committee chaired a meeting for projects over 2 weeks at a time.
