The Ministry of Transport has just issued Circular No. 34/2024/TT-BGTVT regulating the operation of road toll stations. The Circular takes effect from January 1, 2025.
Article 6 of the Circular stipulates that toll stations operate 24/7 on all days of the year, including holidays and weekends, except in cases of temporary suspension of collection or cessation of collection as prescribed in Articles 22 and 23 of this Circular.

The management unit for violations of road maintenance quality has been warned twice in writing by the competent authority with a deadline for correction. Specific details of violations of road maintenance quality are specified in Appendix II issued with this Circular.
The collection suspension period is calculated from the time of request stated in the suspension document until the collection management unit completes the correction, but not less than 1 day.
The toll management unit has allowed situations that pose a risk to road traffic safety according to the provisions of the law on road traffic order and safety to occur, and has been requested by the competent authority to remedy them twice in writing with a deadline for remedy, but has not or has been slow to remedy them.
The collection suspension period is calculated from the time of request stated in the suspension document until the collection management unit completes the correction, but not less than 1 day.
The collection management unit has committed violations that allow road use fee fraud to occur; collude to commit fraud in road use fee collection activities; interfere with the Front-End system, Back-End system; falsely report revenue to commit road use fee fraud. The collection suspension period is calculated from the time of request stated in the suspension document until the collection management unit has completely remedied the consequences of the violation and has received written permission from the competent authority to resume toll collection.
If the technology system and equipment directly serving the collection of road tolls are malfunctioning or damaged and are not promptly repaired according to the provisions of the law on electronic payment of road traffic, the collection suspension period is calculated from the time of request stated in the suspension document until the collection management unit has resolved the problem and is permitted in writing by the competent authority to resume toll collection.
When requested by a competent authority in case of epidemic, natural disaster, war or to serve security, national defense or to implement the State's policies and guidelines.
The collection management unit, collection operation unit or road use payment service provider intentionally delays or fails to comply with the decisions of the competent authority.
Expressway routes or sections with toll collection shall be temporarily suspended in cases where the expressway must be temporarily suspended from operation, including: Works damaged due to construction incidents or consequences of natural disasters that cannot be safely exploited or used.
In case of fire, explosion, or especially serious traffic accident, it is necessary to temporarily stop operation to serve rescue, relief, and ensure road traffic safety.
When required to serve national defense, security or other special cases as required by competent state agencies.
Cases of temporary suspension of collection not due to the fault of the collection management unit, collection operation unit, or road use payment service provider shall be handled according to the provisions of law or the collection service contract.
The cases of stopping collection are as follows:
Toll stations that collect highway usage fees will stop collecting when there is a decision to stop collecting by a competent authority.
Toll stations that collect road use service fees will stop collecting in the following cases:
The toll collection period expires according to the contract for road construction investment project for business or the contract for receiving the transfer of the right to collect tolls for using the highway.
When there is a decision to stop collecting fees by a competent authority (or by a unit assigned by a competent authority to manage road toll collection).
