According to the Management Board of the Can Tho City Traffic and Agricultural Construction Investment Project, the Chau Doc - Can Tho - Soc Trang Expressway Construction Investment Project Phase 1, the section through Can Tho City (after the merger), including component projects 2, 3 and 4, with a total length of 132.47 km, a total investment of nearly 31,300 billion VND.
All 3 component projects have a total of 11 construction packages. As of the end of July 2025, the overall construction progress has reached nearly 42% of the volume value. Of which, component project 2 reached nearly 40.5%, component 3 reached 45.83% and component 4 reached about 40%. Currently, the progress of bridge construction works on the route has reached and exceeded the set schedule. However, the route has not met requirements due to the slow source of sand materials gathered at the construction site.

Recorded in construction package No. 11, the section through My Xuyen ward, contractors are mobilizing human resources, equipment and organizing overtime construction to ensure progress. This package is currently about 48% but is still about 9% behind schedule. The main reason is the lack of sand for filling.
Mr. Tran Anh Tuan, Commander of Package No. 11 (Truong Son Construction Corporation) informed: "For the bridge items, 12/12 bridges have been deployed simultaneously. It is expected that the overpass No. 27 and 34 will be technically opened to traffic in August 2025. The remaining 10 bridges have completed the bridge deck and railings. However, the progress of the road is still slow due to the unsecured sand source. Currently, only 11/14.5 km of sand has been filled and 3.8/14.5 km of sand loads combined with crushed stone aggregate have reached".
A representative of the Truong Son 12 Executive Board, the unit in charge of package 11, component project 4, said that the demand for sand from now until the end of the year needs to reach about 4,500 m3/day, currently only meeting more than 1,500 m3/day. Recently, the People's Committee of Can Tho City and the Department of Agriculture and Environment of the City have granted a license to expand the sand mine, and it is expected that in August, there will be a new source of sand brought to the construction site to serve the construction.
Also according to the Management Board of the Can Tho City Traffic and Agricultural Construction Investment Project, the total demand for sand for all 3 component projects is about 21.1 million m3, so far more than 14 million m3 has been identified, of which about 5.6 million m3 has been exploited and transported to the project. The nearly 7 million m3 still lacking is continuing to contact localities such as An Giang, Dong Thap, Vinh Long to carry out exploitation procedures and supplement sand sources for the project.
To remove difficulties, the Project Management Board recommends that the Prime Minister allow contractors to be assigned material mines under a special mechanism according to Resolution No. 106/2023/QH15 of the National Assembly, in order to proactively exploit common minerals to serve projects on the national expressway list, including component project 4.
At the same time, it is recommended that the People's Committees of An Giang, Dong Thap and Vinh Long provinces continue to support the supply of sufficient sand sources; consider supporting the transfer of sand from mines serving the Can Tho - Ca Mau expressway project to the Chau Doc - Can Tho - Soc Trang expressway project to speed up progress.
The investor is also directing consulting units and construction contractors to coordinate in surveying, studying and adjusting the design and construction measures appropriately, in order to shorten the progress and ensure the completion of the project in accordance with the requirements of the Prime Minister.
