According to the investor of the Tuyen Quang - Ha Giang expressway project, by the end of July 2025, the 27.5-km section of the route in the old Ha Giang province had completed 67% of the contract value, ensuring progress as planned.
Meanwhile, the 77 km section of the old Tuyen Quang province has been cleared at 99.98%, with the total value of construction output reaching 43% of the contract value, 14% behind schedule.
The Tuyen Quang - Ha Giang Expressway project has over 700 households that need to be resettled along with hundreds of power, road and telecommunications works that need to be relocated and returned to the People and management, operation and exploitation units. Up to now, the section from km12+500 to km77 still has some problems with compensation and site clearance.
Informing reporters, Mr. Nguyen Thien Tuyen - Director of the Tuyen Quang Province Traffic Construction Investment Project Management Board said that the biggest difficulty and obstacle that has caused the project's progress to not reach the plan is site clearance.
"In addition, some design adjustment procedures take a lot of time. The source of fill materials for construction is lacking in over 2.3 million m3, construction stone is lacking in 0.35 million m3, material prices are high, and the weather is unfavorable," said Mr. Nguyen Thien Tuyen.
To solve the material difficulties, the People's Committee of Tuyen Quang province has approved the value of land use rights for 4 mines outside the project scope in the old Tuyen Quang province. At the same time, the policy of 3 mining locations within the project's completion scope was approved, allowing the adjustment of the exploitation capacity of 6 quarries to over 450,000 m3/year.
For the current site clearance work, most of the tasks have been assigned to the communes. Tuyen Quang Provincial People's Committee requests that commune leaders do not push up to the province, avoid responsibility, proactively count, adjust and supplement the items of counting for compensation for households.
Currently, the entire Tuyen Quang - Ha Giang expressway is mobilizing about 1,800 workers, nearly 1,100 equipment and machinery to actively work in 3 shifts and 4 teams.
The XL-03 construction package on the section of the old Ha Giang province has the fastest construction progress of the entire route, reaching 67.6% of the total contract value. The section from km12+500 to km77 through the old Tuyen Quang province will be completed before December 19.
According to the Tuyen Quang Province Traffic Construction Investment Project Management Board, this unit is focusing on completing the site clearance, coordinating with telecommunications and electricity units to relocate the technical infrastructure project to be completed in August 2025 to focus all the expressway construction efforts on time.
The Tuyen Quang - Ha Giang Expressway Project Phase 1 is over 104 km long, with a total investment of VND 13,800 billion. Of which, the section through the (old) Tuyen Quang province, over 77km long, is worth VND8,800 billion.
This route includes a 12.5 km long section (8.1 km newly opened, 4.4 km increased from 2 lanes to 4 lanes) from the Tuyen Quang - Phu Tho expressway intersection to the National Highway 37 intersection. The remaining section from Km 12+500 to Km 77+00, 64.5 km long, is under construction on a scale of 2 lanes.
The section through the old Ha Giang province has a total length of over 27km, with a total investment of over VND5,000 billion.
