According to the progress report of the Tuyen Quang - Ha Giang expressway project of the Tuyen Quang Province Traffic Construction Investment Project Management Board (representative of the investor), as of March 20, the site clearance progress (GPMB) has only reached over 90%.
Currently, there are still nearly 5.3km of land that have not been cleared, mainly concentrated in Ham Yen district. Meanwhile, the deadline for this work is to be completed before March 31.
Up to now, there are still 93 households that have approved compensation plans but have not agreed to receive money, many recommendations related to low compensation prices, lack of assets, and house building on agricultural land that are not compensated.
In addition, there are still 162 households that have not approved compensation plans related to Sub-project 1 and Sub-project 2 exceeding the total investment that must be adjusted for the Sub-project. 184 households are subject to relocation but have not yet handed over the land because the resettlement areas have not been completed.
All of the above problems have created 65 bottlenecks in terms of land on the entire route, affecting the construction progress. By March 20, the total implementation value reached 28% of the contract value (77km section through Tuyen Quang province), about 7% behind schedule.
Meanwhile, in Notice No. 118/TB-VPCP dated March 18, 2025 on the conclusion of Deputy Prime Minister Bui Thanh Son for the Tuyen Quang - Ha Giang expressway project (phase 1, section through Tuyen Quang province), the People's Committee of Tuyen Quang province was requested to commit to completing the site clearance work and handing it over in March 2025 according to the direction of the Prime Minister.

At the project's construction progress inspection on March 21, Chairman of Tuyen Quang Provincial People's Committee Nguyen Van Son requested a synchronous and timely solution, focusing on resolving the problems, especially related to site clearance.
In fact, solving problems to complete 100% of site clearance in March 2025 is not easy. Because many locations of premises that cannot be cleared belong to forestry companies in Ham Yen district are currently stuck in legal regulations.
Meanwhile, households have not agreed to relocate or hand over the site to the construction unit because the site in the resettlement areas has not been completed and people have not been granted land use right certificates.
The Chairman of Tuyen Quang Provincial People's Committee suggested that the Department of Agriculture and Environment should proactively guide districts to solve difficulties in site clearance, building resettlement areas, and granting land use right certificates to people.
At the same time, the People's Committee of Ham Yen district is required to speed up the construction progress of resettlement areas, ensuring items and conditions for people to be able to build houses. Urgently land acquisition for forestry companies, dialogue to resolve problems with households, and complete before March 2025.
