As Lao Dong has reported, many resettlement areas (TDC) of the expressway in Tuyen Quang are still behind schedule, some areas have people living but lack basic infrastructure such as electricity, clean water or unstable geology.
Meanwhile, the work of issuing land use right certificates (LURCs) in the resettlement area is still slow, causing many households to refuse to move from their old residences. This has greatly affected site clearance and progress of projects, especially the Tuyen Quang - Ha Giang expressway.
According to PV's records in Ham Yen district (Tuyen Quang), the locality has nearly 50km of Tuyen Quang - Ha Giang expressway running through 19 resettlement areas built for 288 households subject to relocation.
However, by the end of March 2025, only 170 households had been allocated resettlement land, the rest had not been allocated land and had not been relocated for resettlement, many resettlement areas had under construction and infrastructure. This makes it difficult to hand over the site to the contractors, affecting the project progress.

Talking with reporters, Mr. Le Van Thai - Director of the Ham Yen District Construction Investment Project Management Board said that difficulties in moving people to resettlement areas are being actively resolved.
According to Mr. Thai, the resettlement areas in the area have not yet been connected to the national grid even though the infrastructure of the poles and lines has been completed. The reason is that the construction of transformer stations and power lines to resettlement areas has not been completed, in addition to problems with site clearance and implementation costs.
"Regarding clean water, areas with clean water systems will be connected to households. In remote areas, households are supported to find suitable sources of domestic water for themselves.
In general, living conditions and infrastructure in resettlement areas have met the needs of people and are better than old housing. However, during the implementation process, there were some difficulties that required adjustments, leading to progress being affected," said Mr. Thai.
According to the Tuyen Quang Province Traffic Construction Investment Project Management Board, as of March 20, the entire Tuyen Quang - Ha Giang expressway project still has 5.3km of site that has not been handed over (equivalent to nearly 10%).
As of the entire 77km route, there are still 184 households subject to resettlement that have not yet handed over the construction site (in Tuyen Quang city, Yen Son district, Ham Yen district). The reason is that the resettlement areas have not been completed and cannot be handed over to the people.
In addition, the authorities of the districts have not yet carried out procedures for granting land use right certificates and allocating land to households subject to resettlement relocation. All of the above problems have created 65 construction bottlenecks.

According to the Tuyen Quang Provincial Traffic Project Management Board, if there is no timely and final solution, it will be impossible to complete 100% of the site clearance and hand over to the contractor for construction in the first quarter of 2025 and there is a risk that the project will be behind schedule.
To resolve the above problems, on March 21, Mr. Nguyen Van Son - Chairman of Tuyen Quang Provincial People's Committee requested Ham Yen district to speed up the construction progress of resettlement areas. Urgently carry out procedures to issue land use right certificates to households, ensuring the items and conditions of the resettlement area so that people can build houses.
The Chairman of Tuyen Quang Provincial People's Committee also suggested that the Department of Agriculture and Environment should proactively guide districts to solve difficulties in site clearance, build resettlement areas, and issue land use right certificates to people. The whole province of Tuyen Quang has 24 resettlement areas to provide accommodation for 479 households subject to land acquisition for the Tuyen Quang - Ha Giang expressway. Of which, Tuyen Quang city has 1 point, Yen Son district has 4 points and Ham Yen district has 19 points.
By the end of March 2025, resettlement land had been allocated to 357/479 households. Most of the resettlement areas have not yet completed the infrastructure construction, the progress is only 85 -95%.
