The river overpass that has been unfinished for many years in Hanoi is about to resume construction

Hanoi - It is expected that by September, the L3 bridge across the Lu River under the Dam Hong 2.5 Ring Road - National Highway 1 project will resume construction after many years of stagnation.

The project to build the Ring Road 2.5, Dam Hong - National Highway 1A section (Hoang Mai district, Hanoi) is invested in the form of a BT (build - transfer) contract with a length of 1.6km, with a total investment of more than 1,300 billion VND.

The project started in 2014 and was expected to be completed in 2017 but was behind schedule.

In 2020, the project was temporarily suspended when it had only reached about 40% of the workload. The reason is due to difficulties in site clearance and extension of BT contract appendices.

On May 27, 2025, after some difficulties and obstacles were resolved, Hoang Mai - Hanoi Construction Investment Company Limited (project enterprise) held a restart ceremony for the investment project to build Ring Road 2.5 (Dam Hong - National Highway 1A section).

Up to now, items in some packages have been deployed by contractors on the field.

For package No. 01: Construction of traffic roads, sidewalks, trees, traffic organization, rainwater drainage, wastewater drainage, electrical pipes, technical pipes section 1 (from Km0+00 to Km1+381.7), the contractor has deployed a number of tasks in the area from lane 192 Le Trong Tan street to the starting point of Dam Hong route (from Km0+00 to Km0+320), including:

Organize cleaning and cleaning of the site; dismantle the crushed stone aggregate layer (Base) that has been constructed since the previous stage mixed with waste and construction waste on an area of about 1,370 m2 to ensure the quality of the roadbed according to regulations; organize the compaction and return of the entire roadbed in the dismantled area to ensure strictness according to standards.

Some tasks will continue to be implemented in the second half of June and early July 2025 on the section from Km0+00 to Km0+320 such as: Preparing the sidewalk of the package; organizing the construction of the road surface in the area; completing the wastewater pipeline system, organizing the construction of power pipes, technical pipes, construction of the clean water supply system...

For package No. 02: Construction of L3 bridge over Lu river (route Km1+394), relevant parties have conducted a field survey and organized a trial, inspecting the current status of the quality of the bridge piers and girders that the contractor has constructed before 2019 to assess the quality of the L3 bridge structure, as a basis for consideration and decision for the contractor to continue construction.

The investor has also directed the contractor to continue completing the traffic organization plan to submit to the Department of Construction in July 2025.

It is expected that in July and August 2025, the work of moving technical infrastructure on both sides of the bridgehead will be carried out, the L3 bridge project across the Lu River is expected to be re-constructed from September 2025.

For package No. 03: Construction of roads, sidewalks, trees, traffic organization, rainwater drainage, wastewater drainage, package of electricity pipes, package of technical pipes section 3 (from Km1+405.85 to Km2+61.33 is currently from Km1+405.85 to Km1+600) has not been implemented.

The reason is that this section of the route must adjust all related items, including: Adjusting the route and type of sewers of the rainwater drainage and wastewater drainage systems; adjusting sidewalks, trees, lighting, etc.

However, up to now, the project adjustment work has not been approved by competent authorities, and there is no basis for construction.

Therefore, the construction work of package 03 will only be implemented after the project's adjusted Feasibility Study Report is approved.
