In July 2023, the road bridge under the Duong River waterway upgrade project started construction. By September, the contractor began construction on site.
The project starts at the old Duong bridge intersection on Ngo Gia Tu street, Long Bien district; the end point is at the intersection between Ha Huy Tap street and Phan Dang Luu street, Gia Lam district, about 100m downstream from the old Duong bridge.


According to the report of the Railway Project Management Board, Ministry of Transport (now Ministry of Construction - investor), the XL02 package (Duong Road Bridge) has completed pillars T3; for the two towers T4 and T5, the pillar body construction has been completed and the tower sections are under construction; the output reached 43.7% of the contract value (230.2/526.5 billion VND).
Currently, both overpasses and access roads at both ends of Long Bien and Gia Lam are still unable to be constructed due to lack of land.
"Currently, the road bridge project is only constructing the T4 and T5 pillars on the riverbed, and will be completed in the second quarter of 2025. If we do not switch to the construction of the bridge girder canopy, from July 2025, the project will have to stop construction of the road bridge due to lack of land" - Mr. Mai Xuan Tan - Director of Duong Railway Bridge Project Management (Reline Project Management Board) said.


Mr. Pham Van Nam, Commander of the contractor of Dat Phuong Group Joint Stock Company, said that because the bridge girder is constructed using cantilever technology, to construct the girder over the river, it is necessary to complete the overpass girder on both banks to create symmetry.
However, the site in both Long Bien and Gia Lam districts is not yet available, so the bridge piers built in the riverbed are standing still, unable to construct the girder casting symmetrical with piers T4 and T5.
According to the investor's representative, if the locality does not hand over the site by the end of July, the contractor will also run out of site, forced to temporarily suspend construction, relocate all machinery, equipment and human resources to other projects.
In case of timely site clearance in June 2025, the investor will urge and direct the contractor to increase human resources and construction equipment, try to complete the project and put it into use in the second quarter of 2026.


According to the Railway Project Management Board, the project has a total land area requiring site clearance of about 4.96ha/141 households (Long Bien district about 3.33ha/55 households; Gia Lam district about 1.63ha/86 households). The cost of site clearance is 650 billion VND.
Currently, the project has only handed over about 8%, mainly public land, land managed by agencies and units, and 16/141 households on the dike road (on the side of Long Bien district) are affected.
Currently, Long Bien district is conducting a counting and determining the origin of land of households within the clearance area, and has not yet conducted procedures to move the power measuring station at the T2 pillar construction site.
Gia Lam District is appraising the draft compensation, support and resettlement plan to publicize the draft plan, and has not yet relocated technical infrastructure works. The implementation is still very slow (the drawing of resettlement locations has not been completed, the appraisal of the draft plan has not been completed).
Thus, the site clearance work did not meet the handover schedule on May 30, 2025 as directed by the City People's Committee.
The Railway Project Management Board requested Gia Lam district and Long Bien district to urgently deploy site clearance and relocation of technical infrastructure works to hand over the site in month 6; in which priority is given to temporary accommodation in advance for about 27 households and the Long Bien Power Company's electric measuring station to hand over part of the site to serve the construction of items including abutments M1, piers T1, T2 and piers T6 to construct the balanced cantilever beam of the road bridge.
