Delegate Nguyen Thi Thu Nguyet (Dak Lak Delegation) said that the draft law stipulates that the crime of manufacturing and trading counterfeit goods as medicine and disease prevention can be punished with 20 years in prison, life imprisonment or life imprisonment without considering reducing the sentence for killing 2 or more people.
According to the delegate, the conditions for this crime are not commensurate with the nature and behavior of the crime, and do not demonstrate deterrence against this crime in practice.
Because in the past, there have been cases of subjects participating in the production and sale of counterfeit medicine, causing many problems, leaving society with many serious consequences.
"We do not make allowances with this crime, with this type of crime, there needs to be regulations of a deterrent nature. We must resolutely handle it, if we make room for them, we will invisiblely help the problem of mass murder, affecting the community", the delegate emphasized.
The delegate suggested revising the re-regulation in the direction of only causing death but not seeing the consequences, causing the death of 2 or more people to apply this penalty.
About the death penalty, replaced by life imprisonment, not considering reducing the sentence for 8 crimes. According to delegates, it is necessary to review the consideration of the death penalty with illegal transportation of narcotics.
Illegal drug transportation is a very important link in the drug production, trading and illegal transportation ring. This is also the link that increases and creates drug crimes. The delegate wondered if the death penalty was abolished, it would create legal loopholes, causing drug crimes to increase in the coming time.

Delegate Pham Khanh Phong Lan (HCMC Delegation) was concerned about the removal of the death penalty for embezzlement, bribery, illegal transportation of drugs and production and trading of counterfeit drugs.
According to the delegate, these crimes caused extremely serious consequences, the situation is getting more and more difficult, making the enforcement force extremely difficult.
"Why are we reducing sentences? This is unreasonable. If we give a reason for being humane with crime and integrating with the world, how will the relatives of the victims and those who died for this crime feel?
Also, don't say that people don't know about this. Most criminals of these crimes know the consequences and what harm will be caused, but for the benefit, people ignore them. Therefore, I think it is necessary to maintain the highest level for extremely serious violations, which is the death penalty," the delegate suggested.
The delegate also emphasized that this is proof to the people that the National Assembly builds laws for the people, for society, and builds a safe environment.
