On May 27, Hoang Mai - Hanoi Construction Investment Company Limited held a restart ceremony for the investment project to build the Ring Road 2.5 (Dam Hong - National Highway 1A section) in Hoang Mai district, Hanoi.
Informing at the restart ceremony, Mr. Hoang Manh Hien - Deputy Director of Hoang Mai - Hanoi Construction Investment Company Limited (project enterprise) said that the project to build the Ring Road 2.5 section Dam Hong - National Highway 1A is invested in the form of a BT (build - transfer) contract with a length of 1.6km, with a total investment of more than 1,300 billion VND.
The project started in 2014 and was expected to be completed in 2017 but was behind schedule.
In 2020, the project was temporarily suspended when it had only reached about 40% of the workload. The reason is due to difficulties in site clearance and extension of BT contract appendices.
According to the investor's report, up to now, package No. 1 (section 1, Km0+00 to Km1+381.7) has been organized with a volume of about 1,270m/1,381.7m. Since 2020, this package has been suspended due to the extension of the BT contract.
For package No. 2 (construction of L3 bridge across Lu river, route Km1+394) has organized the construction of 20 bored piles, the entire bridge piers and cast the entire girders. The bridge abutment and remaining items of the bridge cannot be constructed due to lack of land and the BT contract has not been extended.
As for package No. 3 (section 3, Km1+405.85 - Km1+600), although the site has been handed over, construction cannot be carried out because the site is still encroached by some households, the adjusted construction drawing design has not been approved, the BT contract has not been extended.
By the first quarter of 2025, the Hanoi People's Committee had chaired a meeting with relevant departments and branches to resolve the project's problems.
On 9.5.2025, under the authorization of the Chairman of Hanoi People's Committee, Director of the Management Board of the Investment Project Construction of the Hanoi Transport Project signed the Appendix of BT Contract No. 02/2025/PLHD Investment Project on construction of Ring Road 2.5 (section from pink lagoon to National Highway 1A), Hoang Mai District, Hanoi; Contract extension time of the first quarter/2026.
Regarding the project implementation, Mr. Hoang Manh Hien - Deputy Director of Hoang Mai - Hanoi Construction Investment Company Limited said that after the restart ceremony, the investor and project enterprise will mobilize maximum machinery and construction personnel, speeding up the project's progress.
However, according to Mr. Hien, the project will not be able to be completed in 2025 to synchronously connect with the underpass at the intersection of Ring Road 2.5 - Kim Dong - Giai Phong.
"In addition to construction work, we also have to carry out project adjustment procedures. Investors and project enterprises are committed to the fastest progress and completing the route in the first quarter of 2026" - Mr. Hien said.
When completed, the project will play an important role in transport infrastructure such as reducing congestion, connecting urban areas, and enhancing traffic capacity between inner-city districts, especially the Hoang Mai and Thanh Xuan areas.
