Compensation policy when Hanoi acquires 35 hectares of land to open a 52m road

Hanoi - Soc Son District is about to expand National Highway 3 to 52m. Compensation, support and resettlement policies are receiving attention from the people.

The project to expand National Highway 3, from the intersection of National Highway 18 to the intersection to Soc Temple, is 6.7km long and is one of the key traffic projects in Soc Son district (Hanoi), to be implemented in the period 2024 - 2027.

The project has a total investment of more than 1,480 billion VND. The expanded route will have a cross-section of 52m and a design speed of 80km/h.

According to preliminary calculations, to implement the project, Soc Son district plans to reclaim about 350,000 square meters of land in Phu Lo, Dong Xuan, Mai Dinh, Tien Duoc, Phu Linh communes and Soc Son town.

One of the issues that people are concerned about is compensation, support and resettlement policies.

Compensation for residential land, production land, non-agricultural business land

Based on the survey data on the area and land types within the approved project boundary in 6 communes and towns, the Compensation, Support and Resettlement Council of Soc Son district has announced land prices in some locations according to Decision No. 30/2019/QD-UBND dated December 31, 2019 of the Hanoi People's Committee promulgating regulations and price lists of land types in the city, applicable from January 1, 2020 to December 31, 2024.

- National Highway 3 through Soc Son town (Table No. 6: Land price list in Soc Son town, Soc Son district)

+ Location 1: 9,200,000 VND/m2.

+ Location 2: 6,348,000 VND/m2.

+ Location 3: 5,428,000 VND/m2.

+ Location 4: 4,968,000 VND/m2.

+ Location 1: 7,245,000 VND/m2.

+ Location 2: 5,141,000 VND/m2.

+ Location 3: 4,416,000 VND/m2.

+ Residential land in the communes: Phu Lo, Mai Dinh, Tien Duoc, Phu Linh: 909,000 VND/m2.

+ Commercial and service land in the communes of Phu Lo, Mai Dinh, Tien Duoc, Phu Linh: 763,000 VND/m2.

+ Non-agricultural production and business land in the communes of Phu Lo, Mai Dinh, Tien Duoc, Phu Linh: 578,000 VND/m2.

+ Residential land in Dong Xuan commune: 726,000 VND/m2.

+ Commercial and service land in Dong Xuan commune: 609,000 VND/m2.

+ Non-agricultural production and business land in Dong Xuan commune: 462,000 VND/m2.

Compensation for agricultural land for growing perennial and annual crops

Prices of agricultural land for growing annual crops, aquaculture land and agricultural land for growing perennial crops: According to Decision No. 30/2019/QD-UBND dated December 31, 2019 of Hanoi People's Committee on promulgating prices of land types in the city applicable from January 1, 2020 to December 31, 2024.

- Agricultural land for growing annual crops and aquaculture land is 108,000 VND/m2.

- Agricultural land for perennial crops is 126,000 VND/m2.

According to the People's Committee of Soc Son district, the determination of specific land prices will be based on investigation, synthesis, analysis of information on land plots, market land prices and application of land valuation methods as the basis for calculating compensation, support and collection of resettlement land use fees (if any) when the State reclaims land to implement the project.

The project's compensation, support and resettlement council will notify the people whose land is recovered of the specific land price as soon as the competent authority decides to approve the specific land price.
