In 2015, Hanoi approved the project to renovate and expand lane 381 Nguyen Khang Street (Yen Hoa and Dich Vong wards, Cau Giay district). In 2016, the city approved the project's red line boundary documents.
Three years later, Hanoi assigned the People's Committee of Cau Giay District to be the investor in the project to renovate and expand alley 381, Nguyen Khang Street.
The project is about 368m long, starting at the intersection with the planned route of Thanh Thai street, 50m wide (belonging to Dich Vong New Urban Area), ending at the intersection with Nguyen Khang street.
However, after nearly 10 years of approval, the project still cannot be implemented, affecting traffic safety and the lives of people around the area.
Mr. Tran Dinh Thao's family (Yen Hoa ward, Cau Giay) is one of the households subject to land clearance to expand lane 381 Nguyen Khang.
Mr. Thao and his family live on a plot of land with a total area of about 200 square meters. To implement the project, his family will have nearly 100 square meters of land reclaimed.
The project to expand alley 381 Nguyen Khang was initiated nearly 10 years ago. Mr. Thao said that at that time, he was very in agreement with the handover of the site and hoped that the project would be completed soon, contributing to reducing traffic congestion and changing the urban landscape. However, what Mr. Thao is still concerned about is the compensation plan for site clearance.
"The current compensation price for each square meter of land is about 70 million VND, while real estate prices in the area are 3-4 times higher, which is not realistic," said Mr. Thao, adding that he had sent a petition to the authorities to consider increasing the compensation and support level, but so far there has been no reasonable compensation plan.
The project was delayed, Mr. Thao's family could not repair the house for many years, nor could they transfer it because it was in the planning area.
"I hope the government will soon have a solution to resolve this so my family can soon stabilize their lives," Mr. Thao added.
According to the Cau Giay District Construction Investment Project Management Board, in May and November 2024, the People's Committee of Cau Giay District sent a written report to the City People's Committee on difficulties in land acquisition and progress of site clearance.
To date, the total land area of Cau Giay district to be recovered is 7,328.2m2/103 plans, the district has approved 87/103 plans with an area of 3,782.8m2 with a compensation amount of 250.3 billion VND. Of these, 40 plans have received money and handed over the site, 47 plans have not received money and handed over the site.
There are currently 10 households that do not agree to the measurement and counting work, including households that have requested to adjust the red line. Recently, the District People's Committee had to issue a decision to enforce the measurement and counting to serve the land clearance work.
It is known that during the implementation process, the project encountered many difficulties in site clearance, so the city adjusted the completion deadline twice and the project completion time was determined to be 2025.
Actual records show that traffic density through this small alley is very high, with frequent congestion, especially during morning rush hour and afternoon rush hour.
Many people hope that the project to expand lane 381 Nguyen Khang will soon be completed so that travel will be more convenient and the lives of people along the route will also have many changes.
