Anxiety when traffic lights are not working
Having a store right next to the Tran Quang Khai - Hai Ba Trung intersection (Dong Hoi ward, Quang Tri province), Ms. Phan Thi Quynh Nhung said that about 2 weeks ago, she almost had a traffic collision when passing through the Tran Quang Khai - Ly Nam De intersection.
According to Ms. Nhung, at that time the traffic lights were not working, causing vehicles from many directions to move across the intersection at the same time. "Luckily, I was slow and avoided it. Otherwise it would be very dangerous. The lights are broken but the slow repair causes unsafety," she said.

Just a few days later, the lighting cluster at the Tran Quang Khai - Hai Ba Trung intersection, near her shop, also fell into a similar situation.
Every day, when sitting at the shop, Ms. Nhung often hears the sound of braking suddenly from outside the intersection. Some collisions have occurred right in front of her eyes.
She recounted that on the morning of April 14, a man driving a car from Hai Ba Trung direction passed by, when it was almost the end of the intersection, a collision occurred with another vehicle. The car was damaged. At about 3:28 pm on the same day, a person after the collision painfully lay on the road, then was helped by people to be taken to the side of the road.

Just sitting for a while and hearing the sound of braking suddenly, it's very scary. This situation needs to be overcome soon because it causes confusion for traffic participants" - Ms. Nhung complained.
Sharing the same view, Ms. Duong Thi Lien (65 years old, residing in Dong Hoi ward) said that repeated damage to traffic lights causes inconvenience and potential accident risks, and needs to be handled thoroughly.
Slow recovery
Previously, on April 8, Lao Dong Newspaper reflected the situation that traffic lights at the two intersections Tran Quang Khai - Ly Nam De and Tran Quang Khai - Hai Ba Trung were completely turned off for many days.
At the Tran Quang Khai - Ly Nam De intersection, all 4 directions of traffic lights were not operating for a long time. During rush hour, vehicles from many directions flock in but there are no traffic signals, forcing pedestrians to observe and yield to each other.
This situation makes traffic move slowly, and at times local congestion occurs. People have to "move little by little" to pass the intersection, posing a risk of collision.

According to reports, the incident lasted for nearly a month but has not been resolved, greatly affecting daily commuting.
At the Tran Quang Khai - Hai Ba Trung intersection, the lighting system in all 4 directions also did not operate for many days. During rush hour, the traffic volume increased, causing many people to be confused when crossing the intersection, even having to stop in the middle of the road to observe, causing congestion.
In addition, at the Nguyen Trai - Nguyen Huu Canh intersection, traffic lights operate unstably. The time counter does not display, the signal changes suddenly, causing difficulties for traffic participants.

Talking to Lao Dong Newspaper, a representative of the Quang Tri Provincial Department of Construction said that there are currently some signal light clusters damaged or operating intermittently in the area. Currently, the Department of Construction is submitting a plan for the Department of Finance to allocate funds for repair.
The Department of Construction has issued a document to proactively repair the lighting clusters in Dong Hoi in advance when they are heavily damaged. When the Department of Finance allocates funds, synchronous repairs will be implemented" - this representative said.
