Component project 2.1 - construction of parallel road (urban road) of Ring Road 4, the section through Hanoi is about 58km long, passing through Soc Son, Me Linh, Dan Phuong, Hoai Duc districts, Ha Dong district, Thanh Oai and Thuong Tin districts.
The project is divided into 4 packages including package 8 through Soc Son and Me Linh districts (13km), package 9 through Dan Phuong and Hoai Duc (23km), package 10 through Ha Dong district and Thanh Oai district (12km) and package 11 through Thuong Tin district (10km).
Up to now, the Hanoi Traffic Construction Project Management Board (Project Management Board) has received 776.82/786.2 hectares of land, equivalent to 48.35km/52.73km, reaching 91.7%.
Currently, the project still has 8.3% of the land area, equivalent to more than 4.4km in length, that has not been cleared. There are still many interruptions and delays along the entire construction route.
According to the Project Management Board, this 4.4km is not located in one locality or one section of the route but is scattered across 6/7 districts including Me Linh, Dan Phuong, Hoai Duc, Thanh Oai, Thuong Tin and Ha Dong district.
Up to now, only Soc Son district has handed over enough land for the Hanoi Ring Road 4 project.
Representatives of some districts and counties that Ring Road 4 runs through said that most of the agricultural land has been cleared. The project sites that have not been cleared yet are related to residential land, old graves and the relocation of high-voltage power line infrastructure.
Regarding site clearance work in the Hanoi section, the Project Management Board said that priority should be given to handing over items critical to the project's progress such as high-voltage pole foundations and weak soil treatment.
Regarding land clearance for residential land, currently the remaining land volume is mainly residential land in 5 districts: Ha Dong, Me Linh, Dan Phuong, Hoai Duc, Thanh Oai facing difficulties due to problems in applying the 2024 Land Law and current regulations.
Along with that are difficulties related to determining the origin of the land, and the large difference between the starting and ending prices.
The Project Management Board requests the Department of Natural Resources and Environment to continue to preside over and research compensation, support and resettlement policies to comply with regulations, ensuring consistency throughout the project.
At the meeting to review the progress of the Ring Road 4 project on December 12, Hanoi Party Secretary Bui Thi Minh Hoai requested agencies, units, departments and districts to focus their efforts, and coordinate with relevant ministries and branches to consult on mechanisms and policies, striving to complete the project's site clearance before the Lunar New Year 2025.
After about 17 months since the commencement of the Ring Road 4 project, 4 construction packages in Hanoi have been simultaneously deployed on a route length of 48.35km with 32 construction points (23 road points, 9 bridge points).
The output to date is about 1,810/4,205 billion VND (reaching 43.04% of the contract value and 100% of the 2024 plan). Hanoi strives to complete the parallel road project in the fourth quarter of 2025.
