Tell people to understand, make people believe
Up to now, Mr. Vu Van Thu - Party member, Head of Van Giap village (Van Binh commune, Thuong Tin district, Hanoi) - still clearly remembers the feeling of happiness exactly 1 year ago - the time of completing the relocation of nearly 2,000 graves to build Ring Road 4 in the capital region.
"From November 2022 to December 2023, we went to mobilize and persuade each family and each clan to hand over the Ring Road 4 site," Mr. Thu recounted.
Mr. Thu said he "can't count" how many meetings he attended and how many times he went to each resident's house to lobby and persuade them. At first, when the plan for the Ring Road 4 to pass through the cemetery area was first announced, many residents expressed their disagreement.
There are many opinions regarding the relocation of graves of families who have lived here for many generations. In many cases, the family has ancestral graves that were buried hundreds of years ago. In other cases, the graves are too new, not long enough to be reburied or do not meet the required time to move.
Mr. Thu compared that time to "tense as a bowstring". The leaders of Van Giap village coordinated with Van Binh commune to organize many meetings to invite representatives of families and clans with graves to come up to campaign and propagate. From there, Mr. Thu and the village leaders continued to visit each resident's house to campaign and mobilize.
According to Mr. Thu, one of the key factors that helped the process of mobilizing people to achieve the expected results was the pioneering spirit and exemplary behavior of leaders, former leaders, party members... in the village. In particular, the family of the District Party Secretary set an exemplary "pioneer" example in relocating 2 graves; the family of the former Vice Chairman of the former Ha Tay province also relocated 4 graves.
The comrades who were former leaders of the commune, party members in the party cell, and veterans also set an example by moving first. From there, it created motivation and movement among the people.
Mr. Thu said that there are families with more than 200 - 300 graves that need to be relocated. For large families, the mobilization must be very persistent, carried out from the head of the family, to the branches and finally to each household.
During the campaign, Mr. Thu remembered the case of relocating the ancestral grave of a family lineage the most. He persistently visited the people's house 3 times to campaign.
"Gradually, people also understand and follow the policies of the Party and State" - Village Chief Van Giap shared.
Having received consensus from the people, the leaders of Van Giap village established standing subcommittees to help the people with human resources and machinery during the relocation process. Whether the move took place at 1-2 am or on rainy days, the village leaders were always present to support the people.
"For a whole year, I never left my mobile phone. I was always on call so that when people needed me, I would be there. Only when I completed the tasks assigned by the Party, the State and the Party cell, did I feel comfortable in my mind," Mr. Thu confided.
Belonging to a family with 120 graves that had to be relocated, Mr. Nguyen Tuan Dinh (Hamlet 2, Van Giap Village, Van Binh Commune, Thuong Tin District, Hanoi City) said that in his family, everyone was determined to relocate the graves and hand over the construction site for Ring Road 4.
Mr. Dinh analyzed that planning the family graves in one area helps facilitate the visitation process. In addition, the action also shows the people's support for the Party and the State in implementing key traffic projects.
Mr. Dinh assessed that in order for the land clearance process in the village to be highly effective, the leaders "listened to the people, told them so they understood, and made them believe". The entire process of propaganda and mobilization for people to understand and follow was carried out smoothly from the district, commune to each village and hamlet.
Urgently relocate graves in a short time
"When we relocated, we were fully compensated according to regulations. We were also carefully guided by village officials in each process. Thanks to that, the relocation of 120 graves of the Nguyen Tuan family was completed within 20 days," said Mr. Dinh.
High determination of the entire political system
Mr. Nguyen Chi Tinh - Party Secretary, Chairman of the People's Council of Van Binh commune (Thuong Tin district, Hanoi) - said that during the process of site clearance for Ring Road 4, the Party Committee regularly disseminated through meetings of the Standing Committee, Party Committee, Party Work Meeting, and People's Committee.
Van Binh Commune has also coordinated well with the district's functional departments to perform well the tasks of each step and stage; at the same time, it has also directed the two villages of Van Giap and Van Hoi to perform well the tasks of each village.
"After receiving the district's direction, the commune identified this as an important task. Beltway 4 is a national key project, so no one can ignore it, especially the leader. All cadres must first set an example of the responsibility of a leader and a Party member. In the work of site clearance, commune and village cadres and Party members of Party cells must always carry it out first, from there they can propagate and mobilize the people" - Mr. Tinh emphasized.
As of December 2023, the commune has completed site clearance of 54.4 hectares. 2,863 graves have been relocated, of which 1,733 have owners and 1,130 are ownerless. 23 households eligible for resettlement have also received resettlement land, the households have also received compensation for site clearance and there are no complaints or petitions related to site clearance.
According to Mr. Tinh, the above achievements were thanks to the high determination of the entire political system. Propaganda and mobilization work was carried out regularly, persistently, persistently, and undauntedly, day and night.
Previously, directing the site clearance work for Ring Road 4, Chairman of Hanoi People's Committee Tran Sy Thanh requested that departments, branches, units and localities must be more determined, change their mindset, awareness, way of thinking, way of doing, and soon complete traffic infrastructure projects to serve the socio-economic development of the capital.
According to the Chairman of the Hanoi People's Committee, every week and every month, departments, branches and units need to promote the progress of projects. Districts and towns need to be more drastic in implementing land acquisition, site clearance, preventing re-encroachment of clean land, and not allowing "hot spots" of social order to arise in project areas.
Do not let problems lead to delays in key projects
Requiring resettlement work to ensure that people have "accommodation, income and living conditions equal to or better than their old place of residence", Chairman of Hanoi People's Committee Tran Sy Thanh requested that units apply the law in a harmonious, appropriate and correct manner, and not let some small problems or issues delay the progress of the city's key projects.
