Reporting to Lao Dong Newspaper, many people in Thanh Chan border commune (Dien Bien district, Dien Bien province) said that for over a week, traveling has been extremely difficult because businesses have arbitrarily closed roads to build bridges without taking measures to ensure traffic.
Meanwhile, Thanh Chan commune is one of 11 communes nationwide selected to pilot the construction of a new rural commune and met the standards in 2015 - becoming the first new rural commune in Dien Bien province.
According to the reporter's investigation, when the company built a new bridge on the road to Thanh Chan commune, the old bridge was demolished. Although a temporary bridge was built, it was broken after only a few days and the company banned cars from passing.
Mr. Nguyen Ngoc Tuynh (Thanh Hong 11 village, Thanh Chan commune) said that in addition to businesses blocking the road, making it difficult for people to travel, his family's house also had cracks on the ground, leading to a very dangerous risk of subsidence.
After being notified, the construction unit installed bamboo stakes to temporarily prevent the house from sinking further. However, Tuynh's family is still worried. "Since the crack occurred, everyone in the family is afraid to continue living in this house. We don't know where to go to avoid danger," the man informed.
Speaking to Lao Dong Newspaper via phone, Mr. Ca Van Chinh - Chairman of Thanh Chan Commune People's Committee - said that the construction of the bridge on this route has been underway for more than 2 weeks. The ban on cars from passing by the enterprise happened about a week ago.
According to Mr. Chinh, the bridge under construction had weak soil while the temporary bridge was built right next to it, so it was damaged. To ensure safety, the company has banned cars from traveling on this route.
"Upon receiving feedback from the people, the local government asked the business to promptly come up with solutions to ensure traffic and reinforce the temporary bridge so that vehicles can pass safely," said Mr. Chinh.
According to the reporter's investigation, the contractor for this project is Huy Hoang Construction and Trading Investment Joint Stock Company. This is the second branch line of the Traffic Project connecting key economic areas in the dynamic economic region along National Highway 279 and National Highway 12 in Dien Bien province (Dynamic Road).
Previously, Lao Dong Newspaper reported that the Dong Luc Road project with a total investment of 1,300 billion VND in Dien Bien was behind schedule, which had significantly affected the lives of many people. After that, the investor urgently requested contractors to mobilize machinery and human resources to speed up the project. Many bidding packages that had been suspended for many months have also been "restarted".
Currently, in Dien Bien Phu City and Dien Bien District, Dien Bien Province, there are over 20 projects under construction. Of these, 8 projects use public investment capital; 10 urban beautification projects and 7 urban infrastructure development projects.
100% of projects in the group of projects using public investment capital have achieved less than 50% of the volume (Dynamic Road achieved 46% of the volume). The reason affecting the progress of project implementation is said to be due to many difficulties in compensation and site clearance.
