Disappointed every time I pass Cun slope
The project to handle traffic safety risks at Cun slope (Km78+500-Km85+100) on National Highway 6 was approved by the Vietnam Road Administration (now the Vietnam Road Administration) with a total investment of 130 billion VND, with the Department of Transport of Hoa Binh province as the investor.
The project started in August 2023 and was expected to be completed in the first quarter of 2024. By the beginning of the second quarter of 2024, the progress was not as planned, so the investor had to request an extension until September 30, 2024. However, the project continued to be behind schedule and was extended until April 2025.
According to Lao Dong Newspaper reporters, at the project to handle traffic safety risks at Cun slope, there are only a few machines and workers working. Many construction sites are still rough and unfinished, making it difficult for vehicles to move.
Mr. Nguyen Van Duong (35 years old, residing in Cao Phong district, Hoa Binh) shared that this project has been under construction since mid-2023, but is still unfinished. The construction process often causes traffic jams, especially when blasting occurs, and the road is closed, making many traffic participants upset and uncomfortable.
According to Mr. Duong, the Cun slope area has a large volume of traffic, many blind spots, and limited visibility, and was once known as the slope of death. Residents and drivers are looking forward to the project being completed soon to ensure the safety of people and vehicles when passing through here.
Similarly, Mr. Nguyen Van Hiep (32 years old, resident of Tan Lac district, Hoa Binh, a regular driver on National Highway 6) informed that when seeing Cun slope being upgraded and expanded, everyone was happy, but after a long time, the project was not completed, making everyone feel frustrated every time they passed by here.
Second delay due to site clearance
Speaking with Lao Dong, Mr. Le Ngoc Quan, Deputy Director of the Department of Transport of Hoa Binh province, confirmed that the Vietnam Road Administration has issued a document extending the contract implementation period for the Project to handle traffic safety risks on the Cun slope (for the second time) until April 30, 2025. The document clearly stated that due to difficulties in site clearance, relocation of power lines; limited quantity of explosives..., the project's construction time is not guaranteed as scheduled.
The project has completed 70% of the contract value, however, due to problems in site clearance in Hoa Binh City and Cao Phong District, the project has not been able to continue construction of the remaining volume.
According to the Vietnam Road Administration, on October 17, 2024, the People's Committee of Hoa Binh province held a meeting on the status of compensation, support and resettlement in the province. Concluding the meeting, the Chairman of the People's Committee of Hoa Binh province directed the People's Committee of Hoa Binh city to complete compensation and resettlement support for the above project before November 30, 2024; Cao Phong district People's Committee mobilized households to immediately hand over the traffic land to the investor to start construction from the beginning of November 2024; The Department of Transport of Hoa Binh province, based on the commitment to clear the land, reported to the Vietnam Road Administration to extend the project contract implementation period.
"Based on the commitment and request of the Department of Transport of Hoa Binh province to extend the contract implementation period for the project packages until April 30, 2025, the Vietnam Road Administration requests the Department of Transport of Hoa Binh province to direct contractors to increase human resources and construction equipment to promptly put the project into operation on the extended schedule" - Vietnam Road Administration said.
