From 7:00 AM on Saturday (February 28, 2026), the area of National Highway 2 intersection - ramp leading to the Noi Bai - Lao Cai expressway, Noi Bai commune, Hanoi City will be adjusted to organize traffic with a traffic light system to reduce congestion and ensure safety for people and vehicles traveling.
According to the announcement of the Hanoi Department of Construction, the traffic organization adjustment is implemented based on the direction of Lieutenant General Nguyen Thanh Tung - Director of Hanoi City Police, Deputy Head of the Steering Committee for handling and resolving 5 traffic bottlenecks of the city, at the Conference to review, statistics and propose solutions to solve 51 frequent congestion points in Hanoi.
The adjustment plan has been agreed upon inter-sectorally between the Department of Construction, Road Management Zone I, Road Management Office I.2, Hanoi City Police, People's Committee and Noi Bai Commune Police, and Vietnam Expressway Corporation (VEC) at the meeting on January 23, 2026. At the same time, traffic reorganization is also associated with the progress of infrastructure renovation and traffic organization in the area of National Highway 2 - Noi Bai - Lao Cai expressway access road intersection.
According to the new plan, traffic organization at the intersection of National Highway 2 - ramp leading to the Noi Bai - Lao Cai expressway will be restored by traffic lights. Vehicles when traveling through this area must strictly comply with the road traffic sign system and instructions from functional forces.
Hanoi Department of Construction said it will coordinate with press agencies and mass media to widely disseminate the traffic organization adjustment plan, helping people grasp information, proactively choose appropriate routes, and limit traffic conflicts in the early stages of implementation.
To ensure effective operation plans, the Department of Construction assigned the Traffic Infrastructure Management Department to closely monitor traffic conditions at intersections and surrounding areas; closely coordinate with the Traffic Police Department - Hanoi City Police to promptly adjust traffic organization plans, cycles and traffic lights to suit reality. Monitoring and adjustment are carried out synchronously at related intersections such as National Highway 2 - Vo Van Kiet, National Highway 2 - Kim Anh, National Highway 2 - Road 35.
In addition, the Department of Transport Inspection is assigned to coordinate with the Traffic Police force and local authorities to strengthen inspection and handle administrative violations in the field of road traffic. The focus is on acts of encroaching on traffic safety corridors, stopping and parking vehicles in violation of regulations on National Highway 2, the section from the National Highway 2 - Vo Van Kiet intersection to the end of Hanoi City.
The Traffic Infrastructure Maintenance Board is responsible for adjusting the sign system and paint lines according to the new plan; coordinating to restore and operate the traffic light system stably at the National Highway 2 intersection - ramp to the Noi Bai - Lao Cai expressway, and promptly detecting arising inadequacies to propose appropriate adjustments.
The Department of Construction requests the People's Committee and Noi Bai Commune Police to coordinate in propagating and guiding people and vehicles participating in traffic to comply with the new traffic diversion plan, contributing to ensuring traffic safety and reducing congestion on National Highway 2 and the Noi Bai airport gateway area.
