Vice Chairman of Bac Ninh Provincial People's Committee Dao Quang Khai has just signed Decision No. 334/QD-UBND approving the adjustment of the investment policy of the Dabaco - Van An urban area construction investment project (Phase 1 - Technical infrastructure), now renamed Dabaco - Van An urban area No. 1.
According to the decision, the investor implementing the project is Dabaco Vietnam Group Joint Stock Company.
The project is implemented on an area of 138,859.24 m2 in Bac Ninh city (old), with a scale of investment in technical infrastructure construction and 116 houses (28 5-story townhouses; 88 6-8 story low-rise mixed-use houses). Population scale is about 1,904 people.
The total adjusted investment capital is more than 698.14 billion VND. The project implementation progress is adjusted: complete compensation and site clearance by the end of the third quarter of 2026; complete investment in technical infrastructure and rough house construction by the end of the fourth quarter of 2028.
Bac Ninh Provincial People's Committee assigned departments, branches and Kinh Bac Ward People's Committee to coordinate in supervising and urging the project implementation in accordance with legal regulations; requesting investors to fully fulfill financial obligations, complete synchronous infrastructure and hand it over to local management after completion.
According to the reporter's investigation, Dabaco Group was established in 1996, formerly Ha Bac Agricultural Products Company, a large and long-standing livestock enterprise in the North.
Currently, Dabaco is in the top 10 largest animal feed production enterprises in the country. This group also invests in building industrial park infrastructure, urban areas and real estate business.
In Bac Ninh, some real estate projects invested by Dabaco have shortcomings and violations.
On March 18, 2025, according to the conclusion of the Government Inspectorate, the Dabaco Park View project in Bac Ninh City (old) invested by Dabaco Group Joint Stock Company used land for improper purposes, not according to the Prime Minister's approval.
According to the Bac Ninh General Urban Planning Project approved by the Prime Minister, the location of the land area for the above project is public land, but the Bac Ninh Provincial People's Committee approved it as commercial, service, office and apartment land for sale. This is not in accordance with the provisions of the Urban Planning Law.
In September 2024, the Inspectorate of Bac Ninh province also issued an inspection conclusion on the compliance with policies and laws for the Dabaco Lac Ve Housing Area Construction Investment Project, in Lac Ve commune, Tien Du district (old). Through this, some shortcomings and shortcomings were discovered in investment, construction, housing, land, construction order, real estate business, and financial obligations to the state.
In June 2024, Dabaco Group was also inspected and administratively recorded for "Putting construction units, construction items, and construction works into use without acceptance" at the Dabaco Khac Niem social housing project (old Bac Ninh City).
