The project to handle traffic safety risks at Cun slope (Km78+500 - Km85+100) on National Highway 6 was approved by the Directorate of Vietnam Roads (now the Vietnam Road Administration) with a total investment of 130 billion VND, with the Hoa Binh Department of Transport as the investor.
The project started in August 2023 and is expected to be completed in the first quarter of 2024. By the beginning of the second quarter of 2024, the progress was not as planned, so the investor had to request an extension until September 30, 2024.
However, the project continued to encounter many difficulties. At the end of September 2024, the Department of Transport of Hoa Binh once again had to ask the Vietnam Road Administration to extend the implementation period of the construction contract, the construction supervision consultancy contract and the insurance contract, belonging to the project of Handling traffic safety risks on the Cun slope.
Document No. 3056 of the Department of Transport of Hoa Binh province stated that during the project implementation, many force majeure events were encountered, along with difficulties and obstacles in compensation and site clearance (GPMB).
From Km78+721 - Km78+760 (Hoa Binh city), there are currently 2 households with assets (houses) on land within the scope of demolition and relocation, but up to now, the People's Committee of Hoa Binh city has just approved the compensation plan and the Provincial People's Council has also rearranged the capital source for compensation and site clearance work. It is expected that the households will be paid in September 2024.
As for the section from Km82+290 - Km83+710 (in Dinh Cun hamlet, Thu Phong commune, Cao Phong district), currently 60/136 households do not agree to hand over the construction site to the investor.
For this section, the review shows that the construction site is basically within the scope of land acquisition and clearance of the project to upgrade and renovate National Highway 6, Hoa Binh - Son La section (2002 - 2005). The People's Committee of Cao Phong district said that it will develop a construction protection plan for the contractor from the end of September 2024 and has committed to land acquisition and clearance for the entire route in the district before November 15, 2024.
In addition, during the implementation process, the Hoa Binh Department of Transport had to direct the contractor to temporarily stop construction to ensure traffic during the holidays of the year.
Also according to the Department of Transport of Hoa Binh, the remaining work mainly focuses on blasting rocks at the section Km79+243 - Km79+517 with a rock blasting volume of over 100,000m3. Because above and near the construction area are 35KV and 110KV power lines, the blasting plan was approved with a small amount of explosives for each explosion, the construction area is narrow, so on average only about 700m3 of raw rock can be blasted and transported per day.
"Based on the regulations on contract adjustment and objective reasons due to natural disasters, difficulties, along with the progress of commitment to complete site clearance work, as well as the plan to organize rock breaking by blasting analyzed above, the unit has reported and submitted to the Vietnam Road Administration for approval to extend the implementation period to March 31, 2025" - Hoa Binh Department of Transport said.
On the morning of September 30, Lao Dong Newspaper reporters observed that at the project site under construction, convoys of vehicles were moving busily on the road. Many locations in the project have been basically completed, and the Cun slope has been widened much more than before and has become more open, ensuring traffic participation.
Ms. Bui Thi Linh (residing in Kim Boi district) said that the Cun slope area has a large volume of traffic, many blind spots, and limited visibility, and was once known as the slope of death. Hopefully, the project will be completed soon to reduce traffic accidents and ensure the safety of people and vehicles when passing through here.
