According to the Proposal presented by Vice President of the Vietnam General Confederation of Labor Nguyen Xuan Hung, this Regulation aims to enhance responsibility, innovate content and methods, and improve the effectiveness of performing functions, tasks and powers of trade unions through coordination between central and equivalent industry trade unions, trade unions of corporations under the Vietnam General Confederation of Labor and provincial and municipal labor federations.
Ensure unified direction of trade union activities in the same industry from central to grassroots levels, with the coordination of provincial and municipal labor federations in organizing, managing, and resolving labor relations issues, protecting the legitimate rights and interests of union members and workers, and building strong trade union organizations to meet the requirements of the new situation.
This regulation defines the principles, contents, methods of coordination of activities, tasks and powers of central and equivalent industry trade unions, provincial and municipal labor federations in guiding and directing trade union activities by industry and participating in local socio-economic development.
The principle of developing the Regulation is to strictly implement the Party's regulations, the State's laws, the Charter of the Vietnam Trade Union and the regulations of the Executive Committee, the Presidium of the General Confederation of Labor; Ensure unity, consensus, goodwill cooperation, equality, for the common goal of building a strong trade union organization; Promote the role, responsibility and properly perform the positions, functions, tasks and powers of the units in the process of coordinating work. When there are shortcomings in the organization and implementation, the parties shall discuss and find solutions to promptly make appropriate adjustments. In case of inconsistent content, the presiding unit shall report to the Presidium of the General Confederation of Labor for timely direction.
The content of the Regulation received many comments. They focused on the content, the roles of the parties, and financial work in coordination. Commenting on this content, Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu emphasized the responsibility of the Central Industry Trade Union and equivalent to the provincial and municipal Labor Confederations in coordination activities. In addition, there should be a periodic assessment of coordination.
In order for the Regulation to be effectively implemented, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang requested that leaders of Central Trade Unions and equivalent to provincial and municipal Trade Unions focus on giving opinions on the main tasks and coordination tasks to avoid overlap in the coordination process. The President of the Vietnam General Confederation of Labor emphasized: Here, coordination is the coordination of all activities of the Trade Union. The Regulation is a framework regulation, and the specific part is signed by each sector with each locality based on the practical situation of both sides.
