The Hoang Sa - Doc Soi road project has a total investment of 3,500 billion VND, implementation time from 2022 - 2027, invested by the Provincial Traffic Construction Investment Project Management Board. The total planned construction area of the main route is 172.16 ha, passing through many communes and wards in the province.
One of the bottlenecks that has caused many obstacles to project construction in the past time is that the handover site is not seamless, affecting the construction progress of the project.

At locations with clean ground, contractors are mobilizing machinery, vehicles and many worker teams to focus on constructing roadbed items, drainage culverts and leveling ground. Contractors also arrange additional manpower, equipment, and organize many construction teams to ensure the set progress.
Engineer Nguyen Mai Anh Quan - Project Commander, Truong Long Joint Stock Company said that the unit is currently deploying 12 simultaneous construction teams on the entire route with hundreds of equipment, machinery and manpower, working day and night, even during holidays. Up to now, the investor has basically handed over the route clearance site to the construction unit.
Up to this point, the entire project site has been handed over reaching 76%. Mr. Lu Ngoc Ut - Vice Chairman of Truong Quang Trong Ward People's Committee, Quang Ngai province said that the locality is focusing on reviewing and determining legal documents to ensure conditions for preparing a compensation plan. The work of determining land prices to serve the plan has now obtained a certificate and a draft specific land price certificate, meeting the requirements according to the province's direction.

Mr. Pham Xuan Vinh - Director of Quang Ngai Provincial Land Fund Development Center said that at the latest in the second quarter, the plan for the remaining agricultural land of about 25 hectares will be approved. At the same time, the unit continues to coordinate with the investor and localities to complete dossiers and procedures related to residential land, housing and resettlement for people.
Slow site clearance is still the main reason why many public investment projects in Quang Ngai province are behind schedule. Although provincial leaders have repeatedly directed removal, the obstacles have not been completely resolved. The cause has been clearly pointed out, the remaining problem lies in the implementation organization of relevant agencies.
