Informing Lao Dong reporter, Mr. Tran Anh Dung - Permanent Vice Chairman of Nam Dinh Provincial People's Committee said that recently Nam Dinh Provincial People's Committee has just issued a document approving the proposal of Thai Binh Provincial People's Committee on the pilot application of using sea sand as filling material for the Ninh Binh - Hai Phong Expressway Project, the section through Nam Dinh and Thai Binh provinces under the PPP method.
Accordingly, Nam Dinh province approved the above proposal of Thai Binh province on the condition that the pilot application of using sea sand as roadbed material must comply with the instructions of the Ministry of Transport; the opinions of the Ministry of Agriculture and Rural Development; the contents of the approved environmental impact assessment report of the project and other relevant standards, regulations and provisions of law.
"Using sea sand as roadbed material poses a risk of causing salinity, affecting production, the surrounding environment and the daily life of local residents. Therefore, when implementing the pilot project, investors must develop a plan to prevent environmental incidents during the pilot phase of using sea sand as roadbed material. There must be solutions to ensure that the use of sea sand as roadbed material does not affect production, the surrounding environment and the daily life of local residents during the construction period and after the completion of the project," quoted from the approval document of the Nam Dinh Provincial People's Committee signed by Mr. Tran Anh Dung - Permanent Vice Chairman of the Provincial People's Committee.
In addition, investors must properly and fully monitor, observe and evaluate environmental quality in the pilot project area according to the environmental quality monitoring and assessment outline (including monitoring of salinity and indexes of substances harmful to crops and aquatic products in sea sand); send monitoring and supervision results to the Ministry of Natural Resources and Environment, the Ministry of Transport and the People's Committee of Nam Dinh province for monitoring and supervision.
Previously, the People's Committee of Thai Binh province issued document No. 3930 requesting the People's Committee of Nam Dinh province to approve the pilot application of using sea sand material to fill the roadbed of the Ninh Binh - Hai Phong Expressway Project, section through Nam Dinh and Thai Binh provinces (CT.08) under the public-private partnership (PPP) method. The proposed route using sea sand is 2km long, from Km 38+300 to Km 46+300 in Xuan Truong district, Nam Dinh province with an estimated filling volume of about 2 million m3.
Earlier, on October 9, the People's Committee of Thai Binh province also issued a document approving the proposal of Geleximco Group (investor) on the pilot use of sea sand to fill the roadbed of the Ninh Binh - Hai Phong expressway project, the section passing through Thai Thuy district. According to this proposal, the investor will pilot the use of 3.2 million m3 of sea sand to fill the roadbed of the expressway project from Km65+100 to Km80+240, nearly 15km long.
Thus, initially, the two provinces of Nam Dinh and Thai Binh will use more than 5 million cubic meters of sea sand as filling material for nearly 17km of coastal highway roadbed through the area.
On the afternoon of October 22, speaking with Lao Dong reporter, the leader of the Management Board of Investment and Construction Projects of Traffic Works of Thai Binh province (representing the investor implementing the CT.08 expressway project) said that currently, the People's Committee of Thai Binh province has been directing departments, branches, agencies, units, and localities to closely coordinate with the investor to complete the procedures for exploration, environmental impact assessment... to proceed with exploiting sea sand to apply as a pilot project filling material for the section passing through Thai Binh province.
