On October 15, Deputy Minister of Transport Nguyen Duy Lam led a delegation of the ministry to inspect the construction organization and progress of the North-South Eastern Expressway project, phase 2021-2025, Can Tho - Ca Mau section (Can Tho - Ca Mau Expressway) in Hau Giang province.
After listening to the reports from the units, Deputy Minister Nguyen Duy Lam said that over the past time, the investor and contractor have implemented many construction measures and made many efforts to solve difficulties, but the project's progress is still not as planned. That is because the contractors have not mobilized the maximum human and material resources, and the construction organization has not met the requirements.
Deputy Minister of Transport requested contractors to be more determined, increase human resources, equipment and add construction teams, and arrange enough finance to speed up project progress.
Deputy Minister of Transport emphasized that the My Thuan Project Management Board, contractors, supervision consultants... must focus on solving difficulties arising during the construction process, ensuring that by the end of 2024, the load-bearing work and all bridges on the route must be completed.
Regarding the issue of sand material sources, Deputy Minister Nguyen Duy Lam stated that the current advantage is that the exploitation of sea sand has no capacity limit. In fact, currently, contractors only exploit 12,000 - 13,000 m3/day, while they are allowed to exploit about 30,000 m3/day. Deputy Minister Nguyen Duy Lam proposed to increase the capacity of sea sand exploitation for the project.
According to the report of My Thuan Project Management Board (project investor), as of October 2024, the total construction output of the project reached 46/57%, 11% behind schedule. The demand for materials for the project by the end of 2024 is about 15.5 million m3. Currently, about 9.8 million m3 have been brought to the construction site, with a shortage of about 5.67 million m3.
To ensure the completion of the load-bearing embankment in 2024, the My Thuan Project Management Board has proactively worked with the locality to supplement the sand source. To date, the two provinces of An Giang and Vinh Long have completed sand mine procedures to supply the project with an additional 2.2 million m3, while Dong Thap province has increased the capacity of two sand mines. As for the sand mine in Tien Giang province, about 0.6 million m3, and the two mines in Ben Tre, about 2 million m3, the procedures are being completed.
Regarding stone material sources, the plan to mobilize to load the project in 2024 is about 1.6 million m3, but so far only less than 10% has been mobilized. Due to this difficulty, the Prime Minister has directed An Giang to complete the procedures to extend the mine in August 2024, but so far it has not been completed. Contractors have also been proactively mobilizing stone from neighboring provinces, such as Kien Giang, Dong Nai, Binh Duong...
