Hanoi Department of Construction has just announced a traffic diversion plan to serve the construction of the project to renovate and expand alley 193 Phu Dien street (Phu Dien ward). Implementation time is from March 11 to June 30.
According to the traffic organization plan, cars are prohibited from circulating on Chua But Moc road, the section from alley 4 Chua But Moc to alley 193 Phu Dien, to serve the construction of the project.
In the construction area, functional forces will install road sign systems such as construction site signs, narrowed road warning signs, "delay" signs, direction signs and lighting systems and night warning lights to ensure traffic safety.
At the same time, the construction unit arranged forces to guide and divert traffic in the barrier area to warn and guide traffic participants. A cone tip system combined with arrow-shaped reflective wire was also installed before and after the barrier area with a swivel length of about 50m to ensure safety.
Regarding the remote traffic diversion plan, rudimentary vehicles and motorbikes are still allowed to circulate through the construction area on Chua But Moc road (section from alley 4 Chua But Moc to alley 193 Phu Dien). Meanwhile, cars that need to move through this area are guided to follow the Thiet Che Cong - Phuc Minh - Duc Dien routes and vice versa.
Hanoi Department of Construction requests the Traffic Inspection Department to coordinate with relevant units to monitor traffic conditions during construction to promptly propose adjustments to traffic organization plans if necessary, and at the same time check the compliance with traffic safety regulations of the construction unit.
The Traffic Infrastructure Maintenance Board is assigned to preside over and direct contractors to coordinate with functional forces such as the Traffic Police Department, Hanoi City Police, Phu Dien Ward People's Committee and Police in traffic diversion, traffic regulation and full installation of traffic signs, lighting, and warning lights in the construction area.
The Department of Construction also requested the Traffic Police Department - Hanoi City Police to coordinate in organizing remote traffic diversion and regulating traffic on Phu Dien, Chua But Moc, Phuc Minh and Duc Dien routes to limit congestion and ensure safety for traffic participants.
In addition, functional forces will strengthen inspection and handling of violations such as encroachment on traffic safety corridors, illegal parking on roads around the construction area.
Phu Dien Ward People's Committee and Police are responsible for propagating and notifying people in the area about the construction plan and traffic diversion plan; and at the same time coordinating to handle cases of encroachment on roads and sidewalks causing traffic unsafety.
The Phu Dien Ward Investment - Infrastructure Project Management Board and the construction unit must develop a specific plan and schedule, arrange traffic guidance forces in the construction area, and install a full system of traffic signs and safety equipment according to the approved plan.
During construction, the contractor must protect existing traffic infrastructure. In case of damage, the construction unit must fix and restore the original state, and at the same time be responsible if traffic unsafety or accidents occur during construction.
