Hanoi Department of Construction has just issued Notice No. 236/TB-SXD on traffic diversion and organization plans to ensure traffic safety to serve the construction of urgent construction projects, installing additional pumping stations for reservoirs to regulate the drainage system of To Lich and Ta Nhue basins.
According to the notice, the construction item includes renovation and installation of an underground culvert line with dimensions BxH = 2m x 2m, about 350m long along the Lac Long Quan - Hoang Quoc Viet streets (section from Thuy Khue - Lac Long Quan intersection to culvert through Hoang Quoc Viet street), located in Nghia Do, Tay Ho wards, Hanoi.
Traffic diversion plan: On Lac Long Quan street, the construction unit will organize mobile barriers, rolling construction in sections about 10m long and 5m wide using corrugated iron fences combined with B40 mesh. The total length of the barriers is about 350m, from Lac Long Quan - Dong Co intersection to Hoang Quoc Viet - Buoi - Lac Long Quan intersection, towards To Lich river.
During the construction period, the remaining road surface width ranges from 3.5m to 10m for vehicles to pass through the construction site area.
In the roundabout area of Hoang Quoc Viet - Buoi - Lac Long Quan intersection, the road surface adjacent to the entrance and exit of Ring Road 2 elevated road (Cau Giay direction), about 25m long and 17m wide, will be fixedly barricaded to construct an on-site underground culvert. The expected fixed barricading time is 7 days.
Passenger cars (under 8 seats, excluding drivers), motorbikes, and mopeds that need to move towards Hoang Hoa Tham, Lac Long Quan will be organized to circulate through the underpass area between the abutment and pillar adjacent to the elevated Ring Road 2. The remaining vehicles will go straight into Buoi street and turn around at the T11 bridge area (note the vertical clearance of 4.5m).
Notably, construction is mainly organized from 10 pm to 5 am the next morning. The solid barrier area at the roundabout of Hoang Quoc Viet - Buoi - Lac Long Quan intersection will be constructed continuously according to the approved schedule.
The Hanoi Department of Construction requests the construction unit to restore the temporary road surface structure to the rough paving layer, ensuring the connection height of each section, in order to ensure safety for vehicles circulating after the barriers are removed.
The expected construction time is from February 14, 2026 to the end of May 31, 2026.
