Hanoi is reclaiming land to expand arterial roads, capital of nearly 2,500 billion VND

Hanoi - From July 1, the Linh Nam road expansion project was handed over to Vinh Hung ward as the investor. Stakeholders are currently speeding up the project's progress.

The Linh Nam road expansion project is one of the key traffic projects in Hanoi, with special significance in connecting the central area of Hanoi with Ring Road 3, while reducing traffic pressure on streets such as Tam Trinh, Minh Khai and Kim Nguu.

Initially, the project was expected to start construction in June 2025 and be completed in 2027, however, due to the conversion of the government organization model, the progress is being delayed.

On June 27, 2025, the Chairman of the Hanoi People's Committee signed Decision No. 3368/QD-UBND on the 5-year public investment plan 2021-2025, 2025 and 2024 extended to 2025, assigning Vinh Hung Ward People's Committee to take over the project to upgrade and expand Linh Nam road according to the plan from the investor, Hoang Mai District People's Committee.

The total investment of the project is VND 2,493 billion, the 5-year medium-term capital plan for 2021-2025 is VND 1,220 billion.

On the afternoon of July 16, the Vinh Hung Ward Infrastructure Investment Project Management Board held its first meeting to review the procedures for receiving documents and officially take over the Linh Nam road project.

Party Secretary and Chairman of Vinh Hung Ward People's Council Nguyen Duc Dung said that the project's site clearance work is over 98,000m2, involving 829 households and 19 organizations in 4 wards: Mai Dong, Vinh Hung, Linh Nam, Tran Phu (old Hoang Mai district), now Tuong Mai, Hoang Mai, Linh Nam, Vinh Hung wards (Hanoi). In which, Vinh Hung ward was assigned as the investor.

The total length of the route is more than 3km, starting at the intersection with Tam Trinh Street, ending at the Nguyen Khoi dyke intersection, with the cross-section expanded to 30-40m.

As of June 2025, about 680 households have been counted, 450 households have had compensation plans approved. The mobilization and propaganda work has been carried out quite actively, with the participation of the entire political system - especially the Fatherland Front, residential groups and front working committees.

In Vinh Hung ward, where there are many complicated locations in land (land between people is stuck, land does not meet the conditions for granting a certificate), the work of verifying the origin of land has been gradually resolved by the Ward People's Committee. Some households that had not initially agreed have begun to accept compensation after many dialogues.

According to the plan to adjust the site clearance progress of the Ward Infrastructure Investment Project Management Board, from now until the end of 2025, 90% of land acquisition and compensation payments for the entire route will be completed.

In particular, Vinh Hung ward aims to complete the inventory of 100% of households in the third quarter, approving the payment plan for at least 80% of households in the fourth quarter.

Specialized agencies are stepping up land legal reviews and organizing direct dialogues with households in difficulty. The ward also recommended that the City People's Committee allow flexible exchange of resettlement locations, applying additional support mechanisms according to local characteristics to remove long-standing "bottlenecks".

As project investors, we will closely coordinate with the remaining 3 wards to speed up the progress, and soon complete the site clearance work to expand Linh Nam road - Party Secretary, Chairman of Vinh Hung Ward People's Council Nguyen Duc Dung affirmed.
