Implementing the direction on reducing barriers for works under construction, on December 24, the Hanoi Department of Construction issued Official Letter No. 1522/TBSXD signed by Deputy Director of the Department Tran Huu Bao announcing the traffic organization adjustment plan at the Giai Phong - Kim Dong intersection.
According to the document, the adjustment is based on the construction progress and the plan to reduce barriers to serve the underpass project at the intersection of Ring Road 2.5 and Giai Phong Road, along with the working minutes dated December 22, 2025 between the Department of Construction, the Hanoi Traffic Construction Investment Project Management Board and related units.
The central area of the intersection will be narrowed to arrange 3 more lanes (at least 10m) to serve traffic on Giai Phong Street from Giap Bat to the city center. After the reduction, the barrier area is about 566m2; other traffic directions through the Giai Phong - Kim Dong nut are basically kept intact.
Adjust the median strip (mobile type) on Giai Phong Street, add signs, painted lines, and guidance forces to ensure traffic safety. At the same time, the median strip between the houses 821 - 823 Giai Phong was closed and the median strip opening at the house 807 Giai Phong was restored.
During the night construction period, from 10pm the previous day to 5am the following morning, the central area of the intersection will be expanded to 526m2 with mobile barriers to construct the pumping station and sidewalk renovation items. Vehicles from Giai Phong Street turning left into Kim Dong travel in the direction of the mobile barrier area; other directions travel normally.
The application period of the adjustment plan starts from December 25, 2025 until further notice.
The Department of Construction assigned the Hanoi Traffic Construction Investment Project Management Board to organize the installation and adjustment of the system of signs and paint lines, coordinate the adjustment of traffic lights at neighboring intersections; at the same time, coordinate with the Traffic Police force and press agencies to propagate and guide people to travel.
The Traffic Police Department - Hanoi City Police is proposed to increase traffic flow, regulation, handling violations of traffic safety and order, urban order to limit congestion at intersections and neighboring routes.
The People's Committees of Hoang Mai, Tuong Mai, Phuong Liet, and Dinh Cong wards are responsible for coordinating the deployment of traffic regulation forces to handle sidewalk encroachment and illegal parking that cause unsafe traffic.
A representative of the Hanoi Department of Construction said that the traffic organization adjustment at the Giai Phong - Kim Dong intersection is to ensure traffic safety and reduce congestion during the construction of the Ring Road 2.5 - Giai Phong underpass project.
