Faced with the situation that many traffic projects are behind schedule due to site clearance problems, Hanoi is directing drastically, requiring localities to focus resources on removing "bottlenecks" and accelerating the construction of key projects to reduce congestion.
Hanoi Department of Construction has just reported to the City Party Committee and Hanoi City People's Committee on the progress of key traffic projects, in order to remove "bottlenecks" of congestion, and at the same time propose a series of solutions to promote progress in the coming time.
One of the major obstacles currently is site clearance at the road project surrounding the Chu Van An Memorial Area.
The project is implemented in BT form, including two main routes: route No. 1 is more than 2.5 km long, 53.5 m wide and route No. 5 is more than 1.1 km long, 20.5 m wide. Although most of the works have been completed and put into operation, the intersection between Pham Tu road and road 70 has been "stalled" since 2017 due to incomplete site clearance.
The volume to be cleared is still very large, involving hundreds of households and organizations in Thanh Liet, Ha Dong, and Kien Hung wards. Although the city has requested completion in the first quarter of 2026, the current progress is still slow, and the responsibility lies with the local government.
The Department of Construction requests units to focus resources and complete the project completely before April 15, 2026, and at the same time request the investor to complete the entire project in the second quarter of 2026.
A similar situation also occurs on the Nguyen Huu Tho route (section from Ring Road 3 to Giai Phong). Although it has been put into use since 2000, the route still has about 200 m unfinished due to site clearance issues with 8 households in Dinh Cong ward. The extended section from Giai Phong to Dong Tau Urban Area is also behind schedule due to similar reasons.
In an effort to reduce congestion, some items have been completed, such as reorganizing regional traffic and Kim Dong underpass.
However, many other projects are still "sluggish", typically Nguyen Canh Di street or the connecting route to Linh Dam - Hoang Liet lake area. The Department of Construction proposed to accelerate the construction of these projects, striving to complete them in April 2026.
Notably, in the area of alley 66 Kim Giang - a "hot spot" of congestion - functional forces completed the clearance of the temporary market and encroaching kiosks on March 20, 2026.
After treating waste, the locality will level and open a temporary road 7–10 m wide to reduce traffic congestion. However, the biggest difficulty currently is the lack of funding, with a need of about 11.2 billion VND for implementation.
The Department of Construction proposed that the Hanoi People's Committee soon assign the Department of Finance to allocate capital for this project, and at the same time continue to study the long-term connecting road from Le Trong Tan to Ring Road 3 to fundamentally solve the congestion situation in the area.
According to the Hanoi Department of Construction, the above projects play a key role in reducing traffic pressure in the southern area of the city. However, the biggest "bottleneck" is still site clearance work.
Therefore, this agency proposed that the Hanoi People's Committee direct drastically, clearly assign responsibilities to each unit, and at the same time accelerate the progress of site clearance and construction, ensuring the completion of projects in 2026, thereby improving the congestion situation in the area.
