Factory forced to dismantle, but resettlement land cannot be cleared
On March 15, in sub-area 571-572 of Tay Vinh Linh Youth Village (Vinh Thuy commune, Quang Tri province), the factory of Quang Tri Forestry Products Joint Stock Company was still unfinished after being relocated to serve the Van Ninh - Cam Lo expressway project.
Quang Tri Forestry Products Joint Stock Company has been operating since the beginning of 2014, specializing in wood chip grinding, energy pellet production and sawn timber with a scale of about 6ha, creating stable jobs for dozens of local workers.
According to Mr. Nguyen Minh Thanh - General Director of Quang Tri Forestry Products Joint Stock Company, when implementing the Van Ninh - Cam Lo expressway project, the entire factory of the enterprise was in the area to be relocated. In October 2024, Vinh Thuy Commune People's Committee organized coercion to hand over the site to serve the project. At that time, the resettlement land for the enterprise had not yet completed the conditions for deploying the construction of a new factory.
According to the rearrangement plan, Quang Tri Forestry Products Joint Stock Company was allocated a 6.4ha resettlement land plot in Rao Truong village, Ben Quan commune, Quang Tri province to build a new factory. However, this land plot has a higher terrain than the surrounding road surface, and to level the ground, a large amount of soil must be removed.
The land area allocated under the resettlement area does not have a detailed 1/500 plan. Only when the plan is approved, will we apply for permission to handle the excess land to complete the ground, then we can build factories and relocate the production line," Mr. Nguyen Minh Thanh said.
Due to the lack of new premises, machinery and production lines after being forced to dismantle are still lying scattered at the old factory, many equipment are damaged due to rain and sun exposure. The inability to reinstall the production line has disrupted factory operations, reduced revenue, and more than 30 workers have to work half-heartedly or reduce income.
We really hope that the obstacles will be resolved soon so that businesses can stabilize production. If this situation continues, the company will fall into difficulty and it will be very difficult to recover," Mr. Thanh said.
When will the obstacles be removed?
Before the business's proposal, the Department of Construction of Quang Tri province organized a meeting with relevant units to find a solution. Accordingly, Ben Quan Commune People's Committee is assigned to review and adjust the planning for the land allocated to the business to build the factory.
Talking to Lao Dong Newspaper, Mr. Nguyen Thanh Hai - Chairman of Ben Quan Commune People's Committee - said that some problems arose during the planning adjustment process, but they have basically been resolved. "It is expected that the planning adjustment will be completed by the end of March 2026 or early April 2026," Mr. Hai informed.
Mr. Thai Nam Son - Chairman of Vinh Thuy Commune People's Committee informed that the locality is implementing compensation for the cost of relocating machinery systems, production lines and damages arising during the dismantling process.
However, determining the level of damage to machinery is difficult because the equipment system has not been moved and installed at the new location for the consulting unit to inspect and evaluate. On the side of Quang Tri Forest Products Joint Stock Company, it affirmed that only when the site is completed at the resettlement land location can the demolished equipment system be moved and installed.
While the problems have not been completely resolved, businesses still suffer daily losses when production activities are disrupted and machinery systems continue to degrade.
