On May 11, the Hanoi Department of Construction announced a traffic diversion plan to serve the construction of a project at an intersection of Ring Road 3.5 and Thang Long Avenue (Hoai Duc District), specifically as follows:
* Thang Long Avenue Expressway:
- Adjust the traffic speed to gradually decrease to 60km/h when passing through the construction area:
+ Right expressway (from Hanoi to Hoa Lac), from Km7+420 to Km8+900.
+ Link expressway (from Hoa Lac to Hanoi), from km9+460 to km7+900.
- Adjust to allow vehicles to circulate on the emergency lane of the expressway at a speed of 60km/h.
* Le Van Huan Street towards the right service road of Thang Long Avenue:
- Prohibit vehicles from traveling from Le Van Huan Street to the right service road of Thang Long Avenue (from the fence to the service road).
- Adjust traffic organization for vehicles to travel in the following direction: from Le Van Huan - the internal resettlement road (next to Road 3.5) - the road through Splendora urban area - the An Khanh overpass intersection - the Thang Long Avenue service road.
* Link to Thang Long Avenue:
- Prohibit vehicles from circulating on the left service road of Thang Long Avenue from Km 8+220 to Km8+515.
- Adjust traffic organization for vehicles from the left service road of Thang Long Avenue to Ha Dong or the center of Hanoi in the following directions:
+ Turn right into An Khanh Street, at Km9+ 500 (An Khanh overpass) → Nam An Khanh Street → Thien Phuc - Hoang Tung crossroads → Hoang Tung Street to go to Ha Dong; Or go straight to Thien Phuc → overteurizing Coc Coc bridge → The road of Thang Long Boulevard → go to the center of Hanoi.
+ From the right turn to Golden An Khanh Street (km8+960) → Nam An Khanh Street → Thien Phuc - Hoang Tung Intersection → along Hoang Tung Street to Ha Dong or along Thien Phuc Street to the center of Hanoi.

Vehicles from the left service road to the center of Hanoi will move into the expressway lane at km10+290.
* Traffic adjustment at underpass No. 3, underpass No. 4:
- Closing underpass No. 3 on Thang Long Avenue. Vehicles from the service road must go to the left service road in the following direction: From the right service road through the An Khanh overpass to the left service road and vice versa.
- Adjust the organization of underpass traffic No. 4 in the direction of: motorbikes traveling in two directions, cars can only move from the left to the right service road.

* Hoang Tung Street
- Prohibit vehicles from circulating on the two main roads of Hoang Tung Street from the Thang Long Avenue service road to 30m from the Hoang Tung - Thien Phuc - Nam An Khanh intersection.
- Prohibit container trucks from turning left from Hoang Tung Street to Nam An Khanh Street.
- Adjust traffic organization for vehicles from Hoang Tung Street to Thang Long Avenue service road in the following directions:
+ Hoang Tung → Hoang Tung - Thien Phuc intersection → Hoang Tung street service road is 7.5m wide.
+ Vehicles from Ha Dong (except container vehicles) → Hoang Tung - Thien Phuc intersection → turn left onto Nam An Khanh street, An Khanh street to go to Thang Long Avenue or turn right onto Thien Phuc street, Coc bridge overpass to Thang Long Avenue.
- Container trucks from Ha Dong that want to get on the expressway go in the extended Le Quang Dao direction or cross Provincial Road 72 to get on the expressway.
* Buses on Thang Long Avenue service road
- Adjust the direction to the highway at km10+290 and exit the service road at the exit at km6+900.
The implementation period is from May 16, 2025 to May 31, 2026.
On April 19, the Hanoi People's Committee organized the groundbreaking ceremony for the level crossing between Ring Road 3.5 and Thang Long Avenue (Hoai Duc District).
The intersection includes an underpass under Thang Long Avenue in the direction of Hoang Tung Street to National Highway 32, the route center coincides with Hoang Tung Street with a length of 975m; the turbine branch bridges with reinforced concrete girder have a length of 2,357m/4 branches.
The total investment of the project is nearly 2,400 billion VND, invested by the Hanoi Civil Works Construction Investment Project Management Board.
