On April 18, the Provincial People's Committee held a conference to implement Plan No. 796/KH-UBND on building National Highway 5 through Hai Duong as a safe route for traffic.
According to the report, National Highway 5 is a vital traffic route connecting Hai Phong with Hanoi, passing through the provinces, Hanoi City, Hung Yen, Hai Duong and Hai Phong. The total length of the route is 113.252km, the section passing through Hai Duong province is 44.11km long. The designed traffic volume is 15,000 vehicles/day and night.
Currently, the traffic volume is more than 6 times higher than the design, an average of more than 90,000 trips/day and night. National Highway 5 through Hai Duong has 17 overpasses, 156 connecting locations of national highways, provincial roads, district roads, urban roads and key routes; 8 industrial parks, industrial clusters; 7 schools located adjacent to the road; 25 bus stations, fixed bus pick-up and drop-off points.
At the conference, delegates discussed and proposed many specific solutions to enhance traffic safety on National Highway 5, such as recommending the installation of a smart surveillance camera system, strengthening propaganda work, emphasizing the need for coordination between the police force and local authorities, and associations.

At the conference, Mr. Luu Van Ban - Permanent Vice Chairman of Hai Duong Provincial People's Committee - requested the Vietnam Road Administration (Ministry of Construction) to direct functional units and National Highway 5 management units (VIDIFI) to organize and implement the handling of traffic infrastructure shortcomings on the route. Specifically, it is necessary to install a surveillance camera system along the entire route.
Research on investment in the construction of National Highway 5 overpasses in densely populated areas, industrial parks and clusters. Build temporary intersections at different traffic intersections, often causing congestion. Renovate the pedestrian-only overpass into an overpass for pedestrians, motorbikes and rudimentary vehicles, in accordance with the practical situation of the locality.
At the same time, it is recommended that the Traffic Police Department (Ministry of Public Security) direct relevant professional departments to equip professional vehicles and equipment, organize training and guidance for traffic police forces in localities where National Highway 5 passes through, including Hai Duong Police.
Permanent Vice Chairman of the Provincial People's Committee Luu Van Ban suggested that Hai Phong City and Hung Yen Province strengthen propaganda and education on traffic laws, coordinate with Hai Duong's propaganda agencies to raise awareness and sense of compliance with traffic laws for people.
Direct local police to increase patrols, control, and strictly handle violations on National Highway 5. Closely coordinate with relevant units of Hai Duong province to review and identify traffic infrastructure shortcomings, thereby agreeing on effective handling plans.
